13.\nConsideration of a General Plan Amendment to change the land use designation from\nCommercial/Industrial to Park Space, a Zone Change from Industrial Commercial to Open\nSpace, and a Design Review for the construction of a new approximately 9,000 square foot\npocket park (Ana Montenegro Park) located at APN 8536-016-902 (Case Numbers PR 25-25, Z\n25-01, AGP 25-01; APPLICANT: CITY OF BALDWIN PARK)\nStaff recommends that the City Council:\n1. Conduct a Public Hearing; and\n2. Adopt Resolution No. 2025-036 entitled, “A Resolution of the City Council of the City of\nBaldwin Park Adopting (1) An Initial Study and Mitigated Negative Declaration and\nMitigation Monitoring and Reporting Program for the Ana Montenegro Park Project Located\nat APN 8536-016-902.”; and\n3. Adopt Resolution No. 2025-037 entitled, “A Resolution of the City Council of the City of\nBaldwin Park Approving General Plan Amendment No. AGP 25-01 to change to the Land Use\nDesignation from Commercial/Industrial to Park Space.; and\n4. Adopt Resolution No. 2025-038 entitled, “A Resolution of the City Council of the City of\nBaldwin Park Approving Zoning Code Amendment No. Z 25-01 to change to the Zoning\nDesignation from Industrial Commercial to Open Space.; and\n5. Adopt Resolution No. 2025-039 entitled, “A Resolution of the City Council of the City of\nBaldwin Park approving Design Review No. PR 25-25 for the design of the park.; and\nREPORTS OF OFFICERS
