Thus, it is requested that all City Staff, the Mayor and all Council Members refrain from\nmaking any statements, whether public or private in nature. It is important that no statements be made\nso as to not prejudice this claim in any way which can happen if public or private comments are made\nabout this claim by City staff or Council Members.

12.\nAdoption of an Ordinance to Incorporate Los Angeles County's Emblem Program Into Chapter\n128 And Amend Chapter 127 and 128 to Incorporate by Reference The County’s Title 11, Health\nCode, and Portions of Title 8, Consumer Protections Code, to Allow For The County to Perform\nCannabis Inspections and Enforcement Actions Within The City\nIt is recommended that the City Council:\n1. Conduct a Public Hearing; and\n2. Find the proposed ordinance is exempt from environmental review under the California\nEnvironmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State\nCEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the ordinance is\ncategorically exempt from CEQA under Guidelines Section 15061(b)(3) (Common Sense\nException) since it can be seen with certainty that there is no possibility that the ordinance will\nhave a significant effect on the environment.; and\n3. Appoint a representative, and adopt Resolution No. 2025-035 entitled, "A Resolution of the\nCity Council of the City of Baldwin Park, California, Appointing a Representative to the\nBoard of Trustees of the San Gabriel Valley Mosquito and Vector Control District"\n(SGVMVC); and\n3. Approve the recommended use of opioid settlement funds for this purchase;\n2. Authorize the Chief of Police or designee to execute a sole source agreement with Peregrine\nTechnologies, Inc. for a two-year term from December 15, 2025, through December 14, 2027;\n3. Authorize the Director of Finance to appropriate funds from the City's Opioid Settlement\nFunds, account number 270-30-340-53379-17520, in the amount of $126,200 ($63,100\nannually for two years); and\n4. Direct staff to implement the accountability measures outlined in this report to ensure\ncompliance with opioid settlement requirements.
