Environmental Considerations:\nThe action being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301 (b) and (d) Class 1 of the CEQA Guidelines, which exempts the minor alternation,\nrestoration, and rehabilitation of existing public utility facilities and Section\n15302 (c) - Class 2 of the CEQA Guidelines, which exempts the replacement\nor reconstruction of existing utility systems and/or facilities involving negligible\nor no expansion.
