8M. Agreement for Encinitas Gateway Sign LED Conversion Project (CF26F) and\nOngoing Maintenance. Environmental Considerations: The action being\nconsidered by the City Council is exempt from the California Environmental\nQuality Act (CEQA) because it is not a "project" under Section 15378(b)(5) of\nCEQA Guidelines. The action involves an organizational or administrative\nactivity of government that will not result in the direct or indirect physical\nchange in the environment. Contact Person: Management Analyst Horn\nRecommended Action: 1) Authorize the City Manager to execute the Historic\nEncinitas Gateway Sign LED Conversion Agreement in substantial form in\nconsultation with City Attorney, with YESCO LLC for an initial four (4) year\nterm and agreement amount not-to-exceed $199,804 with a 20% contingency\nof $34,201, and authorize the City Manager or her designee to extend the\nagreement for up to two (2) one-year renewal options for a total agreement\nterm not exceeding six (6) years, with $19,780 for maintenance included over\nthe last two year period, and a total agreement amount not-to-exceed\n$253,785 with applicable CPI increases included; and 2) Adopt Resolution\n2025-101 titled, "A Resolution of the City Council of the City of Encinitas,\nCalifornia, Amending the Fiscal Year 2025-26 Budget" to appropriate $205,205\nto the Historic Encinitas Sign Project (CF26F).\n2025-10-15 Item 08M Encinitas Gateway Sign LED Conversion Contract Award
