8B.\nINTRODUCTION (FIRST READING) OF ORDINANCE NO. 1796 TO AMEND\nCHAPTER 8.16 AND TITLE 15 OF THE SAN CLEMENTE MUNICIPAL CODE\nTO ADOPT THE 2025 CALIFORNIA BUILDING CODE REGULATIONS WITH\nCERTAIN ADDITIONS, AMENDMENTS, AND DELETIONS\nPublic Hearing to consider an ordinance of the City Council of The City of\nSan Clemente, California, amending San Clemente Municipal Code Title\n15, Chapters 15.05, 15.08, 15.11, 15.12, 15.14, 15.16, 15.17, 15.18,\n15.20, 15.22, 15.23, and Title 8, Chapter 8.16, and adding Chapter 15.13\nto the San Clemente Municipal Code, and adopting by reference the 2025\nCalifornia Building Standards Code (California Code Of Regulations, Title\n24), consisting in part of the 2025 California Administrative Code, the\n2025 California Building Code, the 2025 California Residential Code, the\n2025 California Electrical Code, the 2025 California Mechanical Code, the\n2025 California Plumbing Code, the 2025 California Fire Code, the 2025\nCalifornia Green Building Standards Code, the 2025 California Energy\nCode, the 2025 California Wildland-Urban Interface Code, the 2025\nCalifornia Historical Building Code, the 2025 California Existing Building\nCode, and the 2025 California Referenced Standards Code, together with\ncertain additions, amendments, and deletions thereto, and repealing\nOrdinance No.1738.\nStaff Recommendation\n1. Introduce and conduct the first reading of Ordinance No. 1796 entitled AN\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE,\nCALIFORNIA, AMENDING TITLE 15, CHAPTERS 15.05, 15.08, 15.11,\n15.12, 15.14, 15.16, 15.17, 15.18, 15.20, 15.22, 15.23 OF AND TITLE 8,\nCHAPTER 8.16 OF AND ADDING CHAPTER 15.13 TO THE SAN\nCLEMENTE MUNICIPAL CODE AND, ADOPTING BY REFERENCE THE\n2025 CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE\nOF REGULATIONS, TITLE 24), CONSISTING IN PART OF THE 2025\nCALIFORNIA ADMINISTRATIVE CODE, THE 2025 CALIFORNIA BUILDING\nCODE, THE 2025 CALIFORNIA RESIDENTIAL CODE, THE 2025\nCALIFORNIA ELECTRICAL CODE, THE 2025 CALIFORNIA MECHANICAL\nCODE, THE 2025 CALIFORNIA PLUMBING CODE, THE 2025\nCALIFORNIA FIRE CODE, THE 2025 CALIFORNIA GREEN BUILDING\nSTANDARDS CODE, THE 2025 CALIFORNIA ENERGY CODE, THE 2025\nCALIFORNIA WILDLAND-URBAN INTERFACE CODE, THE 2025\nCALIFORNIA HISTORICAL BUILDING CODE, THE 2025 CALIFORNIA\nEXISTING BUILDING CODE, AND THE 2025 CALIFORNIA REFERENCED\nSTANDARDS CODE, TOGETHER WITH CERTAIN ADDITIONS,\nAMENDMENTS, AND DELETIONS THERETO AND REPEALING\nORDINANCE NO.1738.\n2. Find that the changes and modifications to the 2025 Editions of the\nCalifornia Building, Plumbing, Mechanical, Electrical, Residential,\nWildland-Urban Interface Code, Existing Building, and Fire Codes are\nreasonably necessary due to local climatic, geological, or topographical\nconditions in San Clemente. Other amendments are of an administrative\nor procedural nature and concern themselves with subjects that are not\ncovered by the Code or are reasonably necessary to safeguard life and\nproperty within the City of San Clemente. Adoption of these codes as\namended will implement the latest codes in the City, and complies with\ncurrent State law and Repeals Ordinance No.1738.\n3. Set a Public Hearing for November 4, 2025, to consider the adoption of\nOrdinance No. 1796, and direct staff to advertise the Public Hearing as\nrequired by State law.
