F.1.\nREMOVING INFRASTRUCTURE ROADBLOCKS [J. ERICKSON]:\nSUBJECT: The City Council will consider directing Staff to develop\nstandardized timelines and protocols for infrastructure projects – including\nthe establishment of community engagement standards and streamlining\nof Commission and Council approval processes – to eliminate barriers and\nexpedite project completion.\nRECOMMENDATIONS: 1) Direct Staff to develop standardized protocols\nfor infrastructure projects, including: a) Timelines for each phase of the\nproject (design, environmental review, construction, etc.), b) Community\nengagement standards that can be applied to various types of projects,\nand c) Streamlining of Commission and Council approval processes; 2)\nAdopt a “safe streets first” protocol to focus roadway improvements on\npublic safety improvements over routine maintenance projects, when\napplicable; 3) Direct staff to report back in the first quarter of 2026 with\nupdates on Recommendations #1 & #2; 4) Direct staff to draft an\namendment to the City’s Municipal Code to require a four-fifths vote to\nreverse the approval for infrastructure and capital improvement projects;\nand 5) Direct staff to return to Council within 60 days with a draft\nordinance.
