CAMPBELL, R.\nABRAMSON]:\nSUBJECT: The City Council will consider approving a Grand Opening\nEvent for STORIES: The AIDS Monument to take place on Sunday,\nNovember 16, 2025, at West Hollywood Park.\nRECOMMENDATIONS:\n1) Approve the Grand Opening Event for\nSTORIES: The AIDS Monument on Sunday, November 16, 2025, at West\nHollywood Park; 2) Approve the closure of San Vicente Boulevard\nbetween Melrose Avenue and Santa Monica Boulevard from 3:00 p.m. to\n6:00 p.m. on Sunday, November 16, 2025, to accommodate the event’s\nprogram; 3) Approve the waiver of Special Event Permit fees, Street\nClosure fees, Building and Safety fees, Film Permit fees, and\nEncroachment Permit fees, in an amount estimated at $5,000; 4) Approve\nthe use of City facilities outlined in this report, as they relate to the event,\nwaive associated fees, and the potential loss of revenue of approximately\n$1,200; 5) Authorize the use of the City name and logo on invitations,\nprograms, and other collateral materials for this event; 6) Direct the\nCommunications Department to utilize all appropriate communication tools\nto promote the event, including, but not limited to, the City’s website, a\npress release, appropriate local advertisements, and social media tools,\nand provide photography and videography services, as appropriate, in an\namount not to exceed $20,000; 7) Approve the use of City contracted\nservices for traffic control services ($11,000) and public safety personnel\nservices ($4,500) in an amount estimated at $15,500; 8) Authorize the\nDirector of Finance & Technology Services to approve the use of $35,500\nfrom Fiscal Year 2026 budgeted funds in the WEHO Park-AIDS\nMonument-Soft Cost Cont. account number 301-4-40-41-702236 for costs\nassociated with the event; and 9) Authorize the City Manager, or\ndesignee, to approve the periodic use of STORIES: The AIDS Monument\nand/or other City facilities, subject to availability, for the purpose of hosting\ndocent tours and annual events at the AIDS Monument location, as well\nas waive city fees related to such events held in coordination with the\nFoundation for the AIDS Monument (FAM) and/or the ONE Institute.

DAVIS]:\nSUBJECT: The City Council will review minor amendments to Chapter 8\nof the Sunset Specific Plan (SSP), which is the Billboards & Arts\nAdvertising chapter of the SSP. This Chapter has more commonly been\nreferred to as the Sunset Boulevard Off-Site Signage Policy (“Policy”) and\ngoverns all off-site signage along Sunset Boulevard. EHEMANN]:\nSUBJECT: The City Council will consider moving the current location for\nthe City Playhouse Project at 8323-8325 Santa Monica Boulevard, the\nformer Coast Playhouse, to the west, one parcel, to 8327-8329 Santa\nMonica Boulevard (formerly Basix Café) given additional site opportunities\nnow present.\nRECOMMENDATIONS: 1) Review options, benefits, and challenges\nrelated to relocating the City Playhouse Project from its current site at\n8323-8325 Santa Monica Boulevard to 8327-8329 Santa Monica\nBoulevard; 2) Direct staff to proceed with moving the site of the City\nPlayhouse to the corner location at 8327-29 Santa Monica Boulevard and\nmaking the design, engineering, and public works modifications\nnecessary; 3) Find that the proposed modifications to the previously\napproved design do not rise to a level of re-engaging the community\noutreach and Advisory Board and Commission input and review process;\nand 4) Authorize the City Manager’s office to enter into or complete\nnecessary actions not already in place if the desire is to move the current\nlocation to the corner location.

E.5.\nADVISORY BOARD MEETING FREQUENCY UPDATE [J. JIMENEZ, M.\nCROWDER, L. MORALES]:\nSUBJECT: The City Council will consider implementing a one-year pilot\nprogram beginning January 2026 to assess meeting frequency for the\nCity’s Advisory Boards. A modified monthly schedule (approximately 10\nmeetings per year), allowing Boards to skip one or two months as\nappropriate to their workload. The program is intended to balance efficient\nstaff and Board operations with continued opportunities for public\nengagement and policy development. Staff will evaluate the pilot\nthroughout 2026 and return to the City Council with findings and\nrecommendations at year-end.\nRECOMMENDATIONS: 1) Approve a one-year pilot program changing\nthe meeting frequency of the City’s Advisory Boards beginning January\n2026; 2) Allow Staff and the Advisory Boards to approve a modified\nmonthly schedule of eight (8) to ten (10) meetings per year maximum; and\n3) Consider increasing the stipend paid to Advisory Boardmembers from\n$100 to $125.

F.1.\nREMOVING INFRASTRUCTURE ROADBLOCKS [J. ERICKSON]:\nSUBJECT: The City Council will consider directing Staff to develop\nstandardized timelines and protocols for infrastructure projects – including\nthe establishment of community engagement standards and streamlining\nof Commission and Council approval processes – to eliminate barriers and\nexpedite project completion.\nRECOMMENDATIONS: 1) Direct Staff to develop standardized protocols\nfor infrastructure projects, including: a) Timelines for each phase of the\nproject (design, environmental review, construction, etc.), b) Community\nengagement standards that can be applied to various types of projects,\nand c) Streamlining of Commission and Council approval processes; 2)\nAdopt a “safe streets first” protocol to focus roadway improvements on\npublic safety improvements over routine maintenance projects, when\napplicable; 3) Direct staff to report back in the first quarter of 2026 with\nupdates on Recommendations #1 & #2; 4) Direct staff to draft an\namendment to the City’s Municipal Code to require a four-fifths vote to\nreverse the approval for infrastructure and capital improvement projects;\nand 5) Direct staff to return to Council within 60 days with a draft\nordinance.

F.2.\nADDRESSING UNPERMITTED AND UNLICENSED SIDEWALK\nVENDORS [D. HANG]:\nSUBJECT: The City Council will consider directing Staff to explore\npotential amendments to the West Hollywood Municipal Code to provide\nadditional tools to address unpermitted and unlicensed sidewalk vendors\noperating in the City. The intent is to strengthen the City’s ability to protect\npublic health and safety, while ensuring fairness for properly licensed food\nvendors and local businesses.\nRECOMMENDATION: Direct Staff to review and evaluate options for\namending the Municipal Code to provide additional tools and enforcement\nauthority over unpermitted and unlicensed sidewalk vendors in the City.

F.4.\nRECONCEPTUALIZATION AND RESTORATION OF A MUSIC\nFESTIVAL ON THE SUNSET STRIP [J. HEILMAN, D. HANG]:\nSUBJECT: The City Council will consider authorizing the City Manager, or\ntheir designee, to enter into negotiations with qualified music festival\npromoters that have established connections to the Sunset Strip music\nvenues to develop a proposal for a music festival concept on the Sunset\nStrip in fall 2026.\nRECOMMENDATIONS: 1) Direct the City Manager, or their designee, to\nmeet with qualified music festival promoters that have established\nconnections to the Sunset Strip music venues to develop a proposal for a\nseries of events on Sunset Boulevard culminating with a music festival in\nthe fall of 2026; 2) Direct staff to evaluate the use of billboards to publicize\nevents and generate the City’s financial contribution to a new music\nfestival on the Sunset Strip; and 3) Direct staff to develop a proposal for\ndirect financial support from the City for infrastructure, such as street\nclosures, and public safety for the event.

F.5.\nREQUEST TO INSTALL A PLAQUE IN REMEMBRANCE OF THOSE\nDISAPPEARED BY ICE UNDER THE TRUMP ADMINISTRATION [L.\nMEISTER]:\nSUBJECT: The City Council will consider directing Staff to follow the\nCity’s Memorials, Tribute Trees, and Plaques Policy Guideline to review a\nrequest to install a plaque in remembrance of those disappeared by\nImmigration and Customs Enforcement (ICE) under the Trump\nadministration.\nRECOMMENDATIONS: 1) Direct staff to follow the procedure as outlined\nin the City’s Memorials, Tribute Trees and Plaques Policy Guideline to\nreview a request to install a plaque in remembrance of those disappeared\nby Immigration and Customs Enforcement (ICE) under the Trump\nadministration; 2) Authorize the Director of Finance & Technology\nServices to allocate $1,030 from unallocated General Fund reserves to the\nSpecial Council Programs Account 100-1-01-00-531001 and increase the\nbudget for Special Council Programs by the same amount; and 3)\nAuthorize the Director of Finance & Technology Services to approve the\nuse of $5,000 from budgeted funds in the Special Council Programs\naccount number 100-1-01-00-531001 for costs associated with purchase\nand installation.

F.6.\nAPPROVAL OF THE DATES FOR THE ELECTION AND\nINSTALLATION OF THE MAYOR AND VICE MAYOR AND\nDISCUSSION OF CITY COUNCIL MEETING SCHEDULE FOR\nCALENDAR YEAR 2026 [J. JIMENEZ, M. CROWDER, L. MORALES]:\nSUBJECT: The City Council will consider approving the date for the\nelection of the new Mayor and Vice Mayor as well as the date for the\nInstallation of the new Mayor and Vice Mayor. The City Council will also\nconsider approving the City Council Regular Meeting Schedule for\nCalendar Year 2026 including cancelling or rescheduling a few meetings\nthroughout the year that conflict with holidays.\nRECOMMENDATIONS: 1) Conduct the election of the Mayor and Vice\nMayor at the December 15, 2025 City Council meeting; 2) Consider\ncancelling the meeting of January 5, 2026; 3) Installation/Reorganization\nMeeting to be held on January 12, 2026; 4) Consider conducting a second\nmeeting in January on January 20, 2026; 5) Reschedule the meeting of\nFebruary 16, 2026 to February 17, 2026; 6) Reschedule the June\nmeetings to June 15, 2026 and June 29, 2026; 7) Cancel the meeting of\nJuly 6, 2026; 8) Cancel the meeting of September 7, 2026; 9) Reschedule\nthe meeting of September 21, 2026 to September 22, 2026 due to Yom\nKippur; 10) Approve the City Council Regular Meeting Schedule for\nCalendar Year 2026; and 11) Discuss other City Council meeting dates,\nas necessary.
