B.14. STORIES: THE AIDS MONUMENT – GRAND OPENING EVENT [Y.\nQUARKER, C. SMITH, M. REATH, K. MCCORMACK, S. CAMPBELL, R.\nABRAMSON]:\nSUBJECT: The City Council will consider approving a Grand Opening\nEvent for STORIES: The AIDS Monument to take place on Sunday,\nNovember 16, 2025, at West Hollywood Park.\nRECOMMENDATIONS:\n1) Approve the Grand Opening Event for\nSTORIES: The AIDS Monument on Sunday, November 16, 2025, at West\nHollywood Park; 2) Approve the closure of San Vicente Boulevard\nbetween Melrose Avenue and Santa Monica Boulevard from 3:00 p.m. to\n6:00 p.m. on Sunday, November 16, 2025, to accommodate the event’s\nprogram; 3) Approve the waiver of Special Event Permit fees, Street\nClosure fees, Building and Safety fees, Film Permit fees, and\nEncroachment Permit fees, in an amount estimated at $5,000; 4) Approve\nthe use of City facilities outlined in this report, as they relate to the event,\nwaive associated fees, and the potential loss of revenue of approximately\n$1,200; 5) Authorize the use of the City name and logo on invitations,\nprograms, and other collateral materials for this event; 6) Direct the\nCommunications Department to utilize all appropriate communication tools\nto promote the event, including, but not limited to, the City’s website, a\npress release, appropriate local advertisements, and social media tools,\nand provide photography and videography services, as appropriate, in an\namount not to exceed $20,000; 7) Approve the use of City contracted\nservices for traffic control services ($11,000) and public safety personnel\nservices ($4,500) in an amount estimated at $15,500; 8) Authorize the\nDirector of Finance & Technology Services to approve the use of $35,500\nfrom Fiscal Year 2026 budgeted funds in the WEHO Park-AIDS\nMonument-Soft Cost Cont. account number 301-4-40-41-702236 for costs\nassociated with the event; and 9) Authorize the City Manager, or\ndesignee, to approve the periodic use of STORIES: The AIDS Monument\nand/or other City facilities, subject to availability, for the purpose of hosting\ndocent tours and annual events at the AIDS Monument location, as well\nas waive city fees related to such events held in coordination with the\nFoundation for the AIDS Monument (FAM) and/or the ONE Institute.
