11I. CONTRACT AWARD - CAMINO MIRA COSTA MEDIAN ISLAND, APPROVING\nTHE MODIFIED PEDESTRIAN REFUGE ISLAND DESIGN, AND FINDING THE\nPROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-164, which will:\n1. Find the Camino Mira Costa Median Island, CIP Project No. 15323,\ncategorically exempt from the California Environmental Quality Act\n(CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the\nState CEQA Guidelines.\n2. Approve the modified design as illustrated in Attachment 4 of the\nAdministrative Report, dated October 21, 2025 and on file with the City\nClerk, as follows:\na. Pedestrian refuge island in the painted median on Camino Mira Costa.\nb. Signage and flashing beacons to alert approaching drivers about the\npresence of pedestrian refuge island and crossing pedestrians.\nc. PED XING markings in the vehicular travel lanes leading up to the\nrefuge island.\nd. 30-foot red curb on both sides of Camino Mira Costa in front of Mira\nCosta Park.\n3. Award the Camino Mira Costa Median Island construction contract to\nGentry General Engineering, Inc. as lowest responsible and responsive\nbidder.\n4. Approve, and authorize the City Manager to execute, Contract No. C2553, by and between the City of San Clemente and Gentry General\nEngineering, Inc., providing for the Camino Mira Costa Median Island, in\nan amount not to exceed $74,846, in a form substantially similar to\nAttachment 3 of the Administrative Report dated October 21, 2025 and on\nfile with the City Clerk.
