11H. CONTRACT AWARD - DIGESTER NO. 2 STRUCTURAL AND MECHANICAL\nREHABILITATION, AND FINDING THE PROJECT CATEGORICALLY\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-163 which will:\n1. Find the Digester No. 2 Structural and Mechanical Rehabilitation, CIP\nProject No. 12204 categorically exempt from the California Environmental\nQuality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section\n15301) of the State CEQA Guidelines.\n2. Award the Digester No. 2 Structural and Mechanical Rehabilitation to\nVicon Enterprise, Inc.\n3. Approve, and authorize the City Manager to execute, Contract No. C2552, by and between the City of San Clemente and Vicon Enterprise, Inc.,\nproviding for the Digester No. 2 Structural and Mechanical Rehabilitation,\nin an amount not to exceed $715,000, in a form substantially similar to\nContract No. C25-52, Attachment 2 of the Administrative Report dated\nOctober 21, 2025 and on file with the City Clerk.
