11. CONTRACT EXTENSION: HOMELESS CRISIS HOUSING, STREET OUTREACH, AND\nCASE MANAGEMENT SERVICES AND PROGRAMS – F2M20-41, C2M20-31, M2M23-\n53\nOn July 14, 2020, the City Council approved a one-year agreement, with two one-year\nextensions, with the Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA) to\nprovide homeless crisis housing, street outreach, and case management services in\nAlhambra. The current contract for services is set to expire on July 13, 2023; however,\nL.A. CADA has agreed to extend contract term for an additional 5 years at the current\nrates with an annual CPI not to exceed 3%. In accordance with Alhambra’s Municipal\nCode, §3.38.050 and L.A. CADA’s nominal CPI increases, the extension would be\nadvantageous to the City to maintain current services. L.A. CADA’s case workers have\nintegrated seamlessly as a part of the City’s HOME Team and developed an effective\npartnership with the Alhambra Police Department. Over the past three years, L.A. CADA\nhas successfully engaged with numerous individuals experiencing homeless, assisted\nwith placement into treatment programs or recovery bridge shelters, along with case\nmanagement, permanent housing referrals, job development, mental health linkage, legal\nsupport, and basic necessities such as food, water and clothing. Therefore, staff\nrecommends that the City Council authorize an amendment to the existing agreement to\nextend the term of the contract for 5 years at the current rates with an annual CPI not to\nexceed 3%.\nRecommended Action: City Council authorize Amendment No. 4 to Contract No.\nC2M20-31, subject to final language approval by the City Manager and the City Attorney,\nwith the Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA) to extend the\ncontract for 5 years at the current rate of $250,000.00 per year, with an annual CPI not to\nexceed 3%, for day-time service and $176,000 per year, with an annual CPI not to exceed\n3%, for night and weekend coverage to provide services as part of the Alhambra Homeless\nOutreach Mental Evaluation (HOME) Team; authorize the City Manager to execute\nAmendment No. 4; and, direct staff to undertake the steps necessary to finalize Council’s\naction.
