I. RESOLUTION NO. 25-41 RATIFYING THE MEMORANDUM OF\nUNDERSTANDING WITH THE SAN GABRIEL FIREFIGHTERS’ ASSOCIATION\nFOR JULY 1, 2025, THROUGH JUNE 30, 2027, AND INCREASING GENERAL\nFUND AND RETIREMENT FUND APPROPRIATIONS FOR DEPARTMENT\nSALARIES AND BENEFITS\nIn February 2025, the City and San Gabriel Firefighters’ Association (FFA) began\nnegotiations for a successor Memorandum of Understanding (MOU). The most\nrecent MOU between the City and FFA expired on June 30, 2025.\nRepresentatives of the City and FFA have reached an agreement on a two-year\nsuccessor MOU covering July 1, 2025 through June 30, 2027, which needs to be\nratified by the City Council in order to be effective. The two-year MOU with the\nFFA is expected to have a total cost impact of $1,459,241, of which $491,752 is\nfor Fiscal Year 2025-2026 and $967,490 is for Fiscal Year 2026-2027. A General\nFund appropriation of $491,752 is needed to cover increased costs for\nDepartment salaries and benefits in Fiscal Year 2025-2026, and a Retirement\nFund appropriation of $56,476 to reimburse the General Fund for the increased\nretirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-41, which\nratifies the two-year successor MOU between the City and FFA for the period\ncovering July 1, 2025, through June 30, 2027, and appropriates funding in the\nGeneral Fund and Retirement Fund for increased Department salaries and\nbenefits in Fiscal Year 2025-2026, and authorizes the City’s negotiators to\nexecute the MOU.
