FISCAL YEAR 2024-2025 YEAR-END APPROPRIATION ADJUSTMENTS\n[RESOLUTION NO. 25-47]\nAs the City’s Fiscal Year 2024-2025 financial books are being closed, it becomes\nnecessary to make budget adjustments prior to the forthcoming audit. These\nadjustments are necessary to allocate additional funds to general fund\ndepartments or other funds that have surpassed their initially-allocated or\namended budgets. This report seeks the approval of the City Council for these\nbudget adjustments, which may involve transferring appropriations between\ngeneral fund departments or appropriating funds to a fund that has exceeded\nits budgeted appropriations. General fund departments and funds that exceed\napproved budgets are disclosed in the audited financial statements.\nAdditionally, this report provides detailed explanations for each of the\nproposed adjustments.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-47 approving\nproposed amendments to the annual budget for Fiscal Year 2024-2025.

E. RESOLUTION UPDATING OUTDATED INFORMATION RELATED TO\nAUTHORIZATION FOR EXAMINATION OF SALES AND TRANSACTIONS\nAND USE TAX RECORDS [RESOLUTION NO. 25-46]\nThe California Department of Tax and Fee Administration (CDTFA) has\nrequested that the City update its resolution authorizing examination of sales\nand transactions and use tax records. The proposed resolution consolidates the\nCity’s prior sales tax and transactions and use tax authorizations into a single\nresolution, updates references from the former State Board of Equalization to\nCDTFA, and correctly identifies Hinderliter de Llamas & Associates (HdL) as the\nCity’s designated consultant. There is no fiscal impact from adopting this\nresolution. Authorizing access to CDTFA records ensures that the City and HdL\ncan continue to effectively monitor, forecast, and protect both sales tax and\ntransactions and use tax revenues, which are critical sources of General Fund\nrevenue.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-46,\nauthorizing designated City officials and Hinderliter de Llamas & Associates to\nexamine sales and transactions and use tax records pursuant to state law and\nCalifornia Department of Tax and Fee Administration requirements.

ORDINANCE NO. 723: AMENDING AN EXISTING PLANNED\nDEVELOPMENT OVERLAY ZONE AND APPROVING A DEVELOPMENT\nAGREEMENT FOR A MIXED-USE DEVELOPMENT AT 201-217 SOUTH SAN\nGABRIEL BOULEVARD (ZC22-001 AND DA22-001) – SECOND READING\nAND ADOPTION\nOrdinance No. 723 was introduced and first reading was conducted by a 4-0\nvote of the City Council at the October 7, 2025, City Council meeting. Adoption\nof Ordinance No. 723 would amend an existing Planned Development Overlay\nZone and approve a Development Agreement for the mixed-use development\nknown as Rubio Village; if adopted, the ordinance would take effect 30 days\nafter adoption. The Fiscal Year 2025-2026 adopted budget includes the cost for\nrequired legal publication (Account No. 121-702-00-65-000) and codification\n(Account No. 121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\nproject was reviewed for compliance with the California Environmental Quality\nAct (CEQA). The City prepared an Initial Study (IS) to determine the proposed\nproject’s potential impact on the environment. The City has determined that the\nproject may have a significant effect on the environment, but by implementing\nthe identified mitigation measures, the project’s impacts could be reduced to less\nthan significant levels. Ten mitigation measures have been identified to reduce\nthese potential impacts to a less than significant level. The Mitigation Monitoring\nand Reporting Program (MMRP) contains the full text of the mitigation measures,\nas well as identifies the responsible party for implementation and timing.\nThe 30-day public review period of the IS/MND was initiated on September 3,\n2025 and ended on October 2, 2025. A notice regarding the CEQA comment\nperiod was posted with the Los Angeles County Recorder, published in the San\nGabriel Sun newspaper, and distributed to relevant regulatory agencies.\nAdditionally, a notice was mailed to owners and occupants within 500-feet of the\nproject site. One comment letter was submitted to the City during the public\ncomment period.\nRecommended Action:\nStaff recommends that the City Council waive reading of the full text and\nconduct second reading by title only and adopt Ordinance No. 723 entitled,\n“An Ordinance of the City Council of the City of San Gabriel, California,\nRepealing Ordinance No. 700 and Approving Planning Case Nos. ZC22-001 and\nDA22-001, to Amend an Existing Planning Development Overlay Zone and\nDevelopment Agreement for a Mixed-Use Development located at 201-217 S.\nSan Gabriel Boulevard.”

G. ORDINANCE NO. 722: EXTENDING A DEVELOPMENT AGREEMENT FOR\nPLANNING CASE NO. PL16-162 FOR A PLANNED DEVELOPMENT, STREET\nVACATION, AND TENTATIVE TRACT MAP NO. 80292 FOR A MIXED-USE\nPROJECT AT 220 SOUTH SAN GABRIEL BOULEVARD – FIRST AMENDMENT\nTO THE DEVELOPMENT AGREEMENT – SECOND READING AND\nADOPTION\nOrdinance No. 722 was introduced and first reading was conducted by title\nonly, by a 4-0 vote of the City Council at the October 7, 2025, City Council\nmeeting. Adoption of Ordinance No. 722 would extend a Development\nAgreement for a mixed-use development at 220 South San Gabriel Boulevard\nfor a total term of eight years; if adopted, the ordinance would take effect 30\ndays after adoption. RESOLUTION NO. 25-45 APPROVING A REQUEST FOR TEMPORARY\nSTREET CLOSURE ON THE 800 BLOCK OF COMMERCIAL AVENUE\nThe Public Works Department has received a request from Jason De La Torre,\nowner of the property at 864 Commercial Avenue, seeking approval for a\ntemporary street closure to host a block party in celebration of Ogopogo\nBrewing’s (Ogopogo) 7th Anniversary. The event is scheduled to take place on\nSaturday, November 8, 2025, from 12:00 p.m. to 5:00 p.m., along the 800 block\nof Commercial Avenue. Ogopogo has held multiple street closure events in the\npast, and the City has not encountered any significant adverse impacts resulting\nfrom those prior activities. I. RESOLUTION NO. 25-41 RATIFYING THE MEMORANDUM OF\nUNDERSTANDING WITH THE SAN GABRIEL FIREFIGHTERS’ ASSOCIATION\nFOR JULY 1, 2025, THROUGH JUNE 30, 2027, AND INCREASING GENERAL\nFUND AND RETIREMENT FUND APPROPRIATIONS FOR DEPARTMENT\nSALARIES AND BENEFITS\nIn February 2025, the City and San Gabriel Firefighters’ Association (FFA) began\nnegotiations for a successor Memorandum of Understanding (MOU). The most\nrecent MOU between the City and FFA expired on June 30, 2025.\nRepresentatives of the City and FFA have reached an agreement on a two-year\nsuccessor MOU covering July 1, 2025 through June 30, 2027, which needs to be\nratified by the City Council in order to be effective. The two-year MOU with the\nFFA is expected to have a total cost impact of $1,459,241, of which $491,752 is\nfor Fiscal Year 2025-2026 and $967,490 is for Fiscal Year 2026-2027. A General\nFund appropriation of $491,752 is needed to cover increased costs for\nDepartment salaries and benefits in Fiscal Year 2025-2026, and a Retirement\nFund appropriation of $56,476 to reimburse the General Fund for the increased\nretirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-41, which\nratifies the two-year successor MOU between the City and FFA for the period\ncovering July 1, 2025, through June 30, 2027, and appropriates funding in the\nGeneral Fund and Retirement Fund for increased Department salaries and\nbenefits in Fiscal Year 2025-2026, and authorizes the City’s negotiators to\nexecute the MOU.

J. RESOLUTION NO. 25-42 APPROVING THE AUTHORIZED SCHEDULE OF\nCOMPENSATION AND BENEFITS FOR REGULAR UNREPRESENTED\nEMPLOYEES AND APPROPRIATING GENERAL FUNDS AND RETIREMENT\nFUNDS FOR INCREASED SALARIES AND BENEFITS\nIn April 2025, staff began meeting with the City’s unrepresented employees to\nupdate the Authorized Schedule of Compensation and Benefits (ASCB).\nRepresentatives of the City and unrepresented employees have proffered and\nsettled upon a two-year ASCB for the period covering July 1, 2025 through June\n30, 2027. The two-year ASCB is expected to have a total cost impact of\n$1,688,562 of which $629,214 is for Fiscal Year 2025-2026 and $1,059,348 is for\nFiscal Year 2026-2027. A General Fund appropriation of $629,214 is needed to\ncover the increased costs for unrepresented employee salaries and benefits in\nFiscal Year 2025-2026, and a Retirement Fund appropriation of $106,966 to\nreimburse the General Fund for the increased retirement cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-42, which\napproves the two-year successor ASCB for the period covering July 1, 2025,\nthrough June 30, 2027 and appropriates funding in the General Fund and\nRetirement Fund for increased salaries and benefits in Fiscal Year 2025-2026.

A. GENERAL FUND PRELIMINARY FINANCIAL RESULTS FOR THE FISCAL YEAR\nENDING JUNE 30, 2025\nThe Fiscal Year ended on June 30, 2025. This report presents preliminary,\nunaudited financial results based on staff forecasts and estimates. While actual\nrevenues and expenditures for the concluded Fiscal Year are still subject to\naudit, staff has prepared projections to provide a timely overview of the General\nFund’s financial performance. The audited financial statements are anticipated\nto be completed by December 31, 2025, and the audit results will be presented\nto the City Council for review and consideration. There is no Fiscal Impact\nrelated to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council review and file this report.

B. APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH THE LEW\nEDWARDS GROUP AND FM3 RESEARCH TO PROVIDE BALLOT MEASURE\nPOLLING AND PUBLIC OUTREACH SERVICES AND AWARD-WINNING BID\nTO THE LEW EDWARDS GROUP AND FM3 RESEARCH\nThe City of San Gabriel continues to evaluate long-term funding strategies to\naddress essential public safety and infrastructure priorities. To assist in this\nevaluation, retention of The Lew Edwards Group (LEG) and FM3 Research (FM3)\nis proposed to provide ballot measure feasibility services, including public\nopinion research and strategic communications support. LEG would serve as\nthe lead consultant, providing overall project coordination and community\nengagement strategy, while FM3 would conduct statistically valid voter opinion\nresearch through a baseline survey and, if desired, a follow-up tracking survey.\nBased on the scope of services and election timing, the combined not-toexceed cost is estimated at $171,250 should the city proceed with both surveys\nand pursue placement of a measure on the November 2026 General Election\nballot. Funds for a ballot initiative have been included in the 2025-2026 Fiscal\nYear budget. Additional funds will be included in the 2026-2027 budget to\ncomplete the project. LEG’s standard professional rate is $6,750/month for the\nduration of the project (typically through the month of the election itself). These\ncosts do not include additional City expenditures typically associated with\nballot measure planning, such as information mailings and digital outreach\ncampaigns, which would be determined separately.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a Professional Services Agreement with The Lew Edwards Group and FM3\nResearch to provide ballot measure polling and public outreach services.
