10A. Appropriate Highway Safety Improvement Program (HSIP) Cycle 12 Grant\nFunds and City Matching Funds for Four (4) Capital Projects. Environmental\nConsiderations: The actions being considered by the City Council are exempt\nfrom the California Environmental Quality Act (CEQA) because they are not\n"projects" under Section 15378(b)(5) of CEQA Guidelines. The actions involve\norganizational or administrative activities of government that will not result in\ndirect or indirect physical change in the environment. Contact Person: City\nTraffic Engineer Bandegan\nRecommended Action: 1) Authorize the City Manager, or designee, to\naccept and administer state and federal funding from the Highway Safety\nImprovement Program (HSIP) for the following projects: the Encinitas Blvd\nProtected Bike Lane Project (CS25D), the Protected Intersection at S El\nCamino Real and Santa Fe Dr Project (CS25B), the S Coast Highway 101\nPedestrian Crossing at Solana Beach Project (CS25F), and the S Coast\nHighway 101 East Side Sidewalk and Bike Improvements Project (CS25E); 2)\nProvide direction to staff on the preferred project configuration for the\nProtected Intersection at S El Camino Real and Santa Fe Dr Project (CS25B),\nthe S Coast Highway 101 East Side Sidewalk and Bike Improvements Project\n(CS25E), and the S Coast Highway 101 Pedestrian Crossing at Solana Beach\nProject (CS25F). Provide comment and direction on the one project\nconfiguration for Encinitas Blvd Protected Bike Lane Project (CS25D); and 3)\nAdopt City Council Resolution No. 2025-54, titled "A Resolution of the City\nCouncil of the City of Encinitas, California, Amending the Fiscal Year 2025-26\nBudget" to appropriate up to $3,270,690 in grant funds and up to $314,210 in\nlocal matching funds to up to four (4) HSIP Cycle 12 Capital Projects.\n2025-10-22 Item 10A HSIP 12 Funding Grant Match and Direction
