9F.\nRESOLUTION IN SUPPORT OF FUNDING AND AFFIRMING COMMITMENT TO\nCOMPLETE PROJECTS IN THE FEDERAL TRANSPORTATION IMPROVEMENT\nPROGRAM\nThe Federal Transportation Improvement Program (FTIP) is a short-range program that\nimplements the long-range Regional Transportation Plan (RTP) to improve mobility and\nair quality. The Orange County Transportation Authority (OCTA) administers the FTIP\nprogram for Orange County cities. To help ensure compliance with the requirements of\nthe FTIP program, mainly related to funding constraints, there is a requirement for\nagencies that have projects in the FTIP to adopt a Resolution certifying that projects\nrequested for inclusion in the program (Fiscal Year (FY) 2026/27 – 2031/32) are\nfinancially constrained and that agencies are committed to delivering them.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act (“CEQA”) under Section 15378(b)(5) – Organizational or\nadministrative activities of governments that will not result in direct or indirect changes\nin the environment; and\n2. Adopt Resolution No. 2025-43 certifying that the City has the resources to fund the\nprojects submitted for inclusion into the 2027-2032 Federal Transportation\nImprovement Program, and confirm the City’s commitment to implement all projects\nsubmitted to the program, entitled:\n“RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON\nWHICH CERTIFIES THAT THE CITY HAS THE RESOURCES TO FUND\nPROJECTS IN THE 2026/27 – 2031/32 TRANSPORTATION\nIMPROVEMENT PROGRAM AND AFFIRMING THE CITY’S\nCOMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM”.\nStanton City Council Agenda
