AUTHORIZATION FOR COUNCIL MEMBERS TO ATTEND UPCOMING MEETINGS\nAND EVENTS\nPursuant to the City of Stanton Travel and Reimbursement policy, a Council Member\nmust receive City Council approval prior to a trip if the trip will exceed $500. AGREEMENT WITH THE COUNTY OF ORANGE FOR PROSECUTION SERVICES BY\nTHE ORANGE COUNTY DISTRICT ATTORNEY’S OFFICE\nThe City Council will consider entering into an agreement with the Orange County District\nAttorney’s Office for prosecution services.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Authorize the Mayor to execute the Agreement for Prosecution Services between the\nCity of Stanton and the County of Orange and any additional necessary documents\non behalf of the City.

9E.\nAUTHORITY TO ADVERTISE FOR CONSTRUCTION OF THE NORM ROSS SPORTS\nPARK IMPROVEMENT PROJECT\nThe plans and specifications for the Norm Ross Sports Park Improvement Project are\ncomplete. The City Engineer is recommending City Council approve the specifications\nand plans for bidding, subject to revision by the City Engineer and the City Attorney, to\nensure the construction contract is awarded in an efficient and timely manner. The Project\nplans and specifications are available in the office of the City Engineer for review.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Approve the bid specifications and plans, subject to revisions required by the Division\nof the State Architect, City Engineer and the City Attorney; and\n3. 9F.\nRESOLUTION IN SUPPORT OF FUNDING AND AFFIRMING COMMITMENT TO\nCOMPLETE PROJECTS IN THE FEDERAL TRANSPORTATION IMPROVEMENT\nPROGRAM\nThe Federal Transportation Improvement Program (FTIP) is a short-range program that\nimplements the long-range Regional Transportation Plan (RTP) to improve mobility and\nair quality. The Orange County Transportation Authority (OCTA) administers the FTIP\nprogram for Orange County cities. To help ensure compliance with the requirements of\nthe FTIP program, mainly related to funding constraints, there is a requirement for\nagencies that have projects in the FTIP to adopt a Resolution certifying that projects\nrequested for inclusion in the program (Fiscal Year (FY) 2026/27 – 2031/32) are\nfinancially constrained and that agencies are committed to delivering them.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act (“CEQA”) under Section 15378(b)(5) – Organizational or\nadministrative activities of governments that will not result in direct or indirect changes\nin the environment; and\n2. Adopt Resolution No. 2025-43 certifying that the City has the resources to fund the\nprojects submitted for inclusion into the 2027-2032 Federal Transportation\nImprovement Program, and confirm the City’s commitment to implement all projects\nsubmitted to the program, entitled:\n“RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON\nWHICH CERTIFIES THAT THE CITY HAS THE RESOURCES TO FUND\nPROJECTS IN THE 2026/27 – 2031/32 TRANSPORTATION\nIMPROVEMENT PROGRAM AND AFFIRMING THE CITY’S\nCOMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM”.\nStanton City Council Agenda

9G.\nAPPROVAL OF SECOND AMENDMENT TO PROFESSIONAL SERVICES\nAGREEMENT WITH HASA, INC. DBA COMMERCIAL AQUATIC SERVICE\nAt the City Council meeting on November 14, 2023, a contract valued at $10,000 was\nawarded to HASA, Inc. DBA Commercial Aquatic Services to provide professional splash\npad maintenance services at Stanton Central Park and Harry M. Dotson Park. The First\nAmendment to the professional services agreement will expire on November 30, 2025. If\napproved, this Second Amendment will allow HASA, Inc. DBA Commercial Aquatic\nServices to continue providing services through November 30, 2026, at current rates.\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per\nSection15378(b)(5) [Project does not include]: organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment; and\n2. Approve the Second Amendment to the Professional Services Agreement with HASA,\nInc. DBA Commercial Aquatic Services and allow the City Attorney to make minor\nedits as necessary prior to the execution of the Amendment; and\n3. Authorize the City Manager to execute the Second Amendment to the Professional\nServices Agreement with HASA, Inc. DBA Commercial Aquatic Services with a notto-exceed amount of $85,000.
