F.1.\nHOUSING ELEMENT IMPLEMENTATION – RECOMMENDED\nUPDATES TO THE INCLUSIONARY HOUSING ORDINANCE [N.\nMARICICH, J. ALKIRE, F. CONTRERAS, T. FARRIS, M.\nMONTENEGRO]:\nSUBJECT: The City Council will receive an overview of a proposed\nInclusionary Housing Ordinance ("IHO") update, a key implementation\nprogram of the City’s 6th Cycle Housing Element. The report presents\nfindings from the recent economic feasibility study (ATTACHMENT A) and\nstaff’s recommended policy changes designed to better coordinate the\nIHO with State Density Bonus Law (SDBL), improve consistency with\nState income limits, and strengthen affordable housing production\ncitywide. Staff requests that the City Council provide policy direction to\nupdate the City's local Inclusionary Housing Ordinance.\nRECOMMENDATIONS: 1) Direct staff to update the Inclusionary Housing\nOrdinance (IHO) and related policies, an implementation activity of\nProgram #14 of the 6th Cycle Housing Element, based on findings from\nthe Feasibility Study, in accordance with the State Density Bonus Law\n(SDBL), and in compliance with guidance from the State Department of\nHousing and Community Development (HCD), as outlined in the staff\nreport; and 2) Direct staff to prepare a Zone Text Amendment to update\nthe inclusionary housing requirements outlined in Chapter 19.22,\nAffordable Housing Requirements and Incentives, of Title 19, Zoning\nOrdinance, of the West Hollywood Municipal Code (WHMC) pursuant to\nthe Council's policy recommendation.
