VALDEPEÑA]:\nSUBJECT: The City Council will consider approval of proposed updates\nto the City of West Hollywood’s Grants in the Schools program including\ndoubling the annual grant budget and lengthening the grant term.\nRECOMMENDATIONS: 1) Increase the maximum annual grant award\nfrom $3,000 to $6,000 per school for a total program budget of $48,000\nper fiscal year and implement for the 2025-26 school year grant cycle; and\n2) Expand the program to offer a two-year grant term to promote program\ncontinuity and impact.

HAMANT]:\nSUBJECT: The City Council will receive and consider the\nrecommendations by the LGBTQ+ Suicide Memorial Ad Hoc\nSubcommittee and the Public Facilities, Recreation, and Infrastructure\nCommission regarding a City Council Directive to install a memorial for the\nindividual lives lost to suicide in the LGBTQ+ community at a park space\nin West Hollywood.\nRECOMMENDATIONS: 1) Accept the recommendation of the LGBTQ+\nSuicide Memorial Ad Hoc Subcommittee and the Public Facilities,\nRecreation, and Infrastructure Commission as a framework for how to\nproceed with the City Council Directive to install a memorial for the\nindividual lives lost to suicide in the LGBTQ+ community at a park space\nin West Hollywood; and 2) Direct staff to include this project, for the\nLGBTQ+ Suicide Monument, in the next Five-Year Capital Plan which will\nbe considered and approved by City Council in Spring/Summer 2026.

DAVIS]:\nSUBJECT: The City Council will review minor amendments to Chapter 8\nof the Sunset Specific Plan (SSP), which is the Billboards & Arts\nAdvertising chapter of the SSP. This Chapter has more commonly been\nreferred to as the Sunset Boulevard Off-Site Signage Policy (“Policy”) and\ngoverns all off-site signage along Sunset Boulevard. E.2.\nRECONCEPTUALIZATION AND RESTORATION OF A MUSIC\nFESTIVAL ON THE SUNSET STRIP [J. HEILMAN, D. HANG]:\nSUBJECT: The City Council will consider authorizing the City Manager, or\ntheir designee, to enter into negotiations with qualified music festival\npromoters that have established connections to the Sunset Strip music\nvenues to develop a proposal for a music festival concept on the Sunset\nStrip in fall 2026.\nRECOMMENDATIONS: 1) Direct the City Manager, or their designee, to\nmeet with qualified music festival promoters that have established\nconnections to the Sunset Strip music venues to develop a proposal for a\nseries of events on Sunset Boulevard culminating with a music festival in\nthe fall of 2026; 2) Direct staff to evaluate the use of billboards to publicize\nevents and generate the City’s financial contribution to a new music\nfestival on the Sunset Strip; and 3) Direct staff to develop a proposal for\ndirect financial support from the City for infrastructure, such as street\nclosures, and public safety for the event.

F.1.\nHOUSING ELEMENT IMPLEMENTATION – RECOMMENDED\nUPDATES TO THE INCLUSIONARY HOUSING ORDINANCE [N.\nMARICICH, J. ALKIRE, F. CONTRERAS, T. FARRIS, M.\nMONTENEGRO]:\nSUBJECT: The City Council will receive an overview of a proposed\nInclusionary Housing Ordinance ("IHO") update, a key implementation\nprogram of the City’s 6th Cycle Housing Element. The report presents\nfindings from the recent economic feasibility study (ATTACHMENT A) and\nstaff’s recommended policy changes designed to better coordinate the\nIHO with State Density Bonus Law (SDBL), improve consistency with\nState income limits, and strengthen affordable housing production\ncitywide. Staff requests that the City Council provide policy direction to\nupdate the City's local Inclusionary Housing Ordinance.\nRECOMMENDATIONS: 1) Direct staff to update the Inclusionary Housing\nOrdinance (IHO) and related policies, an implementation activity of\nProgram #14 of the 6th Cycle Housing Element, based on findings from\nthe Feasibility Study, in accordance with the State Density Bonus Law\n(SDBL), and in compliance with guidance from the State Department of\nHousing and Community Development (HCD), as outlined in the staff\nreport; and 2) Direct staff to prepare a Zone Text Amendment to update\nthe inclusionary housing requirements outlined in Chapter 19.22,\nAffordable Housing Requirements and Incentives, of Title 19, Zoning\nOrdinance, of the West Hollywood Municipal Code (WHMC) pursuant to\nthe Council's policy recommendation.

HANG]:\nSUBJECT: The City Council will consider directing staff to review the\nCity’s existing business permitting process to identify ways to make it\nmore efficient and responsive. The review would include evaluating\ncurrent tenant improvement processes and signage regulations to ensure\nthe approval process is streamlined and expeditious, while upholding\nsafety and design standards.\nRECOMMENDATIONS: 1) Direct staff to conduct a review of the City’s\nbusiness permitting process and identify opportunities to streamline and\nexpedite approvals, including tenant improvement processes and\nbusiness signage regulations, and to evaluate potential updates to the\nCity’s sign ordinance to ensure they align with current business needs and\nCity standards; and 2) Direct staff to return to the City Council during FY27\nwith recommendations to streamline and modernize the City’s business\npermitting process, including proposed updates to the sign ordinance, to\nhelp support and encourage businesses opening in West Hollywood.

ERICKSON]:\nSUBJECT: The City Council will consider directing staff to develop a sixmonth pilot program to increase the City’s Enhanced Services Program to\ninclude biohazard sanitation cleaning services on private property.\nRECOMMENDATIONS: 1) Approve a six-month pilot program to increase\nthe City’s Enhanced Services Program to include biohazard sanitation\ncleaning services in doorways, alleys, and areas directly adjacent to\nprivate properties; 2) Near the end of the six-month pilot program, staff will\nreturn to Council with an evaluation of the program, including stakeholder\nfeedback; 3) Authorize the Director of Finance & Technology Services to\nallocate $35,000 from unallocated General Fund reserves to the Special\nCouncil Programs Account 100-1-01-00-531001 and increase the budget\nfor Special Council Programs by the same amount; and 4) Authorize the\nDirector of Finance & Technology Services to approve the use of $35,000\nfrom budgeted funds in the Special Council Programs account number\n100-1-01-00-531001 for costs associated with the pilot program.

HANG]:\nSUBJECT: The City Council will consider directing Staff to continue to\nexplore and evaluate options for additional public restrooms in West\nHollywood, including the implementation of a pilot program using modern\npublic restroom technology.\nRECOMMENDATIONS: 1) Direct Staff to explore and evaluate options for\nadditional public restrooms in West Hollywood, including the\nimplementation of a pilot program to install a smart public restroom in the\nmid-City area of West Hollywood that is accessible 24 hours a day, seven\ndays a week; and 2) Return to City Council with the proposed details for\nthe pilot program and a request for funding.
