8A.\nADOPT ORDINANCE NO. 1796 (SECOND READING) TO AMEND CHAPTER\n8.16 AND TITLE 15 OF THE SAN CLEMENTE MUNICIPAL CODE TO ADOPT\nTHE 2025 CALIFORNIA BUILDING CODE REGULATIONS WITH CERTAIN\nADDITIONS, AMENDMENTS, AND DELETIONS\nPublic Hearing to consider an ordinance of the City Council of The City\nof San Clemente, California, amending San Clemente Municipal Code\nTitle 15, Chapters 15.05, 15.08, 15.11, 15.12, 15.14, 15.16, 15.17,\n15.18, 15.20, 15.22, 15.23, and Title 8, Chapter 8.16, and adding\nChapter 15.13 to the San Clemente Municipal Code, and adopting by\nreference the 2025 California Building Standards Code (California\nCode Of Regulations, Title 24), consisting in part of the 2025\nCalifornia Administrative Code, the 2025 California Building Code, the\n2025 California Residential Code, the 2025 California Electrical Code,\nthe 2025 California Mechanical Code, the 2025 California Plumbing\nCode, the 2025 California Fire Code, the 2025 California Green\nBuilding Standards Code, the 2025 California Energy Code, the 2025\nCalifornia Wildland-Urban Interface Code, the 2025 California\nHistorical Building Code, the 2025 California Existing Building Code,\nand the 2025 California Referenced Standards Code, together with\ncertain additions, amendments, and deletions thereto, and repealing\nOrdinance No.1738.\nStaff Recommendation\n1. Adopt Ordinance No. 1796 entitled AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA,\nAMENDING TITLE 15, CHAPTERS 15.05, 15.08, 15.11, 15.12, 15.14,\n15.16, 15.17, 15.18, 15.20, 15.22, 15.23 OF AND TITLE 8, CHAPTER\n8.16 OF AND ADDING CHAPTER 15.13 TO THE SAN CLEMENTE\nMUNICIPAL CODE AND, ADOPTING BY REFERENCE THE 2025\nCALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE OF\nREGULATIONS, TITLE 24), CONSISTING IN PART OF THE 2025\nCALIFORNIA ADMINISTRATIVE CODE, THE 2025 CALIFORNIA\nBUILDING CODE, THE 2025 CALIFORNIA RESIDENTIAL CODE, THE\n2025 CALIFORNIA ELECTRICAL CODE, THE 2025 CALIFORNIA\nMECHANICAL CODE, THE 2025 CALIFORNIA PLUMBING CODE, THE\n2025 CALIFORNIA FIRE CODE, THE 2025 CALIFORNIA GREEN\nBUILDING STANDARDS CODE, THE 2025 CALIFORNIA ENERGY\nCODE, THE 2025 CALIFORNIA WILDLAND-URBAN INTERFACE CODE,\nTHE 2025 CALIFORNIA HISTORICAL BUILDING CODE, THE 2025\nCALIFORNIA EXISTING BUILDING CODE, AND THE 2025 CALIFORNIA\nREFERENCED STANDARDS CODE, TOGETHER WITH CERTAIN\nADDITIONS, AMENDMENTS, AND DELETIONS THERETO AND\nREPEALING ORDINANCE NO.1738.\n2. Find that the changes and modifications to the 2025 Editions of the\nCalifornia Building, Plumbing, Mechanical, Electrical, Residential,\nWildland-Urban Interface Code, Existing Building, and Fire Codes are\nreasonably necessary due to local climatic, geological, or topographical\nconditions in San Clemente. Other amendments are of an administrative\nor procedural nature and concern themselves with subjects that are not\ncovered by the Code or are reasonably necessary to safeguard life and\nproperty within the City of San Clemente. Adoption of these codes as\namended will implement the latest codes in the City, and complies with\ncurrent State law and Repeals Ordinance No.1738.\n3. Set the effective date of Ordinance No. 1796 to January 1, 2026.
