6.5\nAward of Construction Agreement for the Diamond Bar Boulevard Complete Streets\nProject - CIP No. SI256 (Gentry Brothers, Inc.) and Approval of Amendment 2 to a\nProfessional Services Agreement for Construction Management and Inspection Services\n(Local Agency Engineering Associates, Inc.).\nRecommended Action:\nA. Determine that approving the design and plans for the proposed Project, awarding\nthe construction contract, and the construction of the Project, is exempt from the\nCalifornia Environmental Quality Act (CEQA) under Section 15301(c) of the CEQA\nGuidelines;\nB. Adopt Resolution No. 2025-34 approving the plans and specifications for the\nDiamond Bar Boulevard Complete Streets Project;\nC. Approve the adjustments to the Capital Improvement Program budget and\nestablish a Project Payment Account containing sufficient funds from the current\nfiscal year budget;\nD. Waive minor irregularities in Gentry Brothers, Inc. bid proposal;\nE. Approve and authorize the City Manager to sign the Construction Agreement with\nGentry Brothers, Inc., in the amount of $8,805,161.00, plus a contingency amount of\n$880,516.00 to be approved by the City Manager, for a total authorization amount\nof $9,685,677.00; and\nF. Approve and authorize the City Manager to sign Amendment No. 2 to Consultant\nServices Agreement with LAE Associates, in the amount of $499,870.00 for the\nConstruction Management and Inspection Services.
