(8)\n25-1212\nCATEGORICAL EXEMPTION, ARTS, PARKS, LIBRARIES, AND\nCOMMUNITY ENRICHMENT COMMITTEE REPORT relative to the\nproposed agreement with the Volunteers of America of Los Angeles for\nthe use of a building at the Valley Plaza Park, for the operation of a\nHead Start preschool program.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. DETERMINE that approval of the Agreement (Project) is\ncategorically exempt from the provisions of the California\nEnvironmental Quality Act (CEQA) pursuant to Article 19,\nSection 15301 [Operation, repair, maintenance, permitting,\nleasing, licensing, or minor alteration of existing public or private\nstructures, facilities, mechanical equipment, or topographical\nfeatures, involving negligible or no expansion of existing or\nformer use] of California CEQA Guidelines as well as Article III,\nSection 1, Class 1(14) of City CEQA Guidelines and direct RAP\nstaff to file a Notice of Exemption (NOE) with the Los Angeles\nCounty Clerk and the Governor’s Office of Land Use and\nClimate Innovation.\n2. APPROVE the proposed agreement (Agreement), attached to\nCouncil file No. 25-1212, with the Volunteers of America of Los\nAngeles for the exclusive use of a stand-alone building located\nat 12331 Vanowen Street, North Hollywood, California 91606, at\nthe Valley Plaza Park, for the operation of a Head Start\npreschool program, subject to the approval of the City Council\nand the City Attorney as to form.\n3. AUTHORIZE the Chief Accounting Employee, RAP, to prepare a\ncheck to the Los Angeles County Clerk in the amount of $75 for\nthe purpose of filing the NOE.\n4. AUTHORIZE Staff to continue collecting Staff Impact Cost\nRecovery Reimbursement Fee (CRRF) Payments for deposit in\nthe sub account in Fund No. 302/89 designated for the\nVolunteers of America of Los Angeles.\n5. AUTHORIZE the Board President and Secretary to execute the\nAgreement subsequent to all necessary approvals.\n6. AUTHORIZE the RAP to make technical corrections in order to\ncarry out the intent of the Board in approving this Report.\nFiscal Impact Statement: The Board of Recreation and Park\nCommissioners reports that the proposed Agreement will have no\nadverse fiscal impact on the RAP General Fund, as the Volunteers of\nAmerica of Los Angeles is a self-sustaining Head-Start program, and\noperational and Program costs will be covered by the Volunteers of\nAmerica of Los Angeles.
