Conduct a site assessment of DWP-owned parcels along Ilex\nAvenue in Sun Valley, specifically from Snelling Street to Telfair\nAvenue, to evaluate current conditions and identify any safety or\naccess/liability concerns.\nb. Report on allowable uses for these parcels under DWP Rightof-Way policies, applicable zoning, public safety regulations,\nand any future plans for these parcels.\nc. Explore the feasibility of enhancing these parcels for\ncommunity-serving purposes such as passive and active\nrecreation, gathering areas, development of a dog park, and\nshade infrastructure (e.g., trees, gazebos, canopies, or other\nshade shelters).\nd. Engage with local stakeholders and community organizations to\ngather input and assess interest in potential uses.\ne. AUTHORIZE formally the City's participation in the ShadeLA\ncampaign as a City-supported and citywide initiative aligned\nwith the goals of the draft Urban Forest Management Plan, Heat\nAction and Resilience Plan, and the City's broader heat\nresilience and climate preparedness strategies.\n2. INSTRUCT the Bureau of Street Services (BSS), Bureau of\nEngineering (BOE), Department of City Planning (DCP),\nDepartment of Recreation and Parks, Department of\nTransportation, Emergency Management Department, and\nother departments as appropriate to each designate a\ndepartment liaison to participate in ShadeLA coordination\nefforts. These efforts include the identification of relevant\nprograms, resources, and related data for ShadeLA to create\nand maintain a public-facing, open-source dashboard to track\nshade and cooling infrastructure across the City.\n3. INSTRUCT the BOE with support from the BSS, DCP Office of\nForest Management, and all other relevant bureaus and\ndepartments to report within 60 days with an evaluation of\nexisting processes and recommendations on:\na. Automation and/or streamlining of permitting processes\nand potential improvements related to natural shade (e.g.,\ntrees, pocket parks).\nb. Establishment an expedited approval for permanent or\ntemporary shade elements including shade elements for\nbus benches, modular shade structures, shade sails,\ntemporary canopies, particularly where such structures\nare within the public right-of-way.\nc. Optimal tree spacing and planting practices, and\nsustainable practices for maintenance and preservation of\nexisting trees that prevents negative impact to public\ninfrastructure.\nd. A status report and timeline from the BSS on the progress\nof adopted standard plans for the Shade Structure\nProgram Element from the Sidewalk and Transit Amenities\nProgram (STAP) Contract C-141478, along with an\nimplementation plan for installing STAP Shade Structures.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.

(26)\n25-1191\nTRANSPORTATION COMMITTEE REPORT relative to authorizing a\ncontract with Syncromatics Corp., dba GMV Syncromatics, for design,\nprocurement, implementation, support, integration, and maintenance\nservices for new and existing transit technologies.\nRecommendation for Council action:\nAUTHORIZE the General Manager, Los Angeles Department of\nTransportation (LADOT), or designee, to execute a three-year\ncontract, with two one-year options to extend, for a total of five years,\nwith Syncromatics Corp., dba GMV Syncromatics, for design,\nprocurement, implementation, support, integration, and maintenance\nservices for new and existing transit technologies within LADOT’s\nTransit Services vehicles and systems, subject to City Attorney review\nand approval as to form, and total compensation not to exceed\n$43,144,545 for the entire term of the contract, subject to availability\nof funds.\nFiscal Impact Statement: The City Administrative Officer (CAO)\nreports that funding for these services has been set aside in the\nProposition A Local Transit Assistance Fund 2025- 26 Adopted\nBudget. Funding for subsequent years of the agreement is subject to\nMayor and Council approval, the availability of funds, and will be\nappropriated through the City annual budget development process.\nThe City financial obligation is limited to the extent of appropriations\napproved by the Council and Mayor. The recommendation in this\nreport complies with the City Financial Policies in that budgeted funds\nare available for this purpose. There is no impact to the General\nFund.\nFinancial Policies Statement: The CAO also reports that the action\nrecommended in this report complies with the City Financial Policies\nin that the City’s financial obligation is limited to available cash\nbalances in the current budget year.

The Street Parking Revenue Fund (SPRF) will fund the cost of\nimplementing and maintaining the expanded PMZ, estimated at an\ninitial cost of $515,000 to install parking meter equipment and\nassociated signs, stall markings, and red curb. The expanded\nboundary of the Santa Monica-Highland PMZ is estimated to generate\napproximately $1.6 million in annual gross revenue. The City may\nalso generate additional General Fund revenue from the issuance of\nparking citations at the newly installed parking meters.
