(13)\n25-1145\nENERGY AND ENVIRONMENT COMMITTEE REPORT relative to\npossible uses for the parcels of land beneath and adjacent to\ntransmission lines along Ilex Avenue in the Sun Valley neighborhood.\nRecommendation for Council action, pursuant to Motion (Padilla –\nYaroslavsky):\nREQUEST the Department of Water and Power (DWP) with the\nassistance from the Chief Legislative Analyst (CLA) and, in\ncoordination with the Department of Recreation and Parks, Bureau of\nStreet Services, Bureau of Engineering and other related City\ndepartments, to:\na. Conduct a site assessment of DWP-owned parcels along Ilex\nAvenue in Sun Valley, specifically from Snelling Street to Telfair\nAvenue, to evaluate current conditions and identify any safety or\naccess/liability concerns.\nb. Report on allowable uses for these parcels under DWP Rightof-Way policies, applicable zoning, public safety regulations,\nand any future plans for these parcels.\nc. Explore the feasibility of enhancing these parcels for\ncommunity-serving purposes such as passive and active\nrecreation, gathering areas, development of a dog park, and\nshade infrastructure (e.g., trees, gazebos, canopies, or other\nshade shelters).\nd. Engage with local stakeholders and community organizations to\ngather input and assess interest in potential uses.\ne. Report to the Council within 90 days with findings and\nrecommendations, including potential pilot programs or\npartnerships that could activate these sites as shared-use\nspaces.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe CLA has completed a financial analysis of this report.
