15. CONSIDERATION TO APPROVE PERMANENT LOCAL HOUSING ALLOCATION\nPILOT RENTAL ASSISTANCE PROGRAM GUIDELINES\nRecommendation\nIt is recommended that the City Council:\n1. Consider and approve guidelines for the Permanent Local Housing Allocation\n(PLHA) Pilot Rental Assistance Program; and\n2. Authorize staff to implement the PLHA Pilot Rental Assistance Program in\naccordance with the approved guidelines.
