E.1.\nHOMELESS INITIATIVE UPDATE [C. SAFRIET, T. CARTER, D.\nMURRAY, F. GOMEZ, B. LUBIN, D. RIVAS, A. SHANDI]:\nSUBJECT: This report updates the City Council on implementation of the\nCoordinated Response Framework, a structured system designed to\nimprove coordination, accountability, and outcomes across the City’s\nhomelessness response. Recent accomplishments include the launch of\nthe Holloway Interim Housing Program, expanded joint outreach between\nservice providers and the Los Angeles County Sheriff’s Department, and\nimplementation of a lead outreach team for homeless outreach.\nRECOMMENDATIONS: 1) Receive this report outlining progress on the\nCity’s homelessness response and implementation plan for the\ncoordinated response framework; and 2) Provide policy guidance\nregarding protocols for unhoused community members are in potential\nviolation of local ordinances.
