VASQUEZ]:\nSUBJECT: The City Council will consider approval of an Assignment\nAgreement with the City of Lakewood for Proposition A Local Return\nFunds.\nRECOMMENDATIONS:\n1) Approve an Assignment Agreement for\nProposition A local return fund exchange with the City of Lakewood for\n$1,400,000 in City of West Hollywood General Fund dollars in exchange\nfor $2,000,000 in City of Lakewood Proposition A funds and authorize the\nCity Manager to execute documents incident to the Agreement; and 2)\nAuthorize the Director of Finance and Technology Services to allocate\n$1,400,000 from reserves committed for Proposition A purchases in the\nGeneral Fund to the Expenditure for Traded Funds account.

VASQUEZ]:\nSUBJECT:\nThe City Council will consider the approval of three\nMemorandum of Understanding (MOU) agreements with the Los Angeles\nCounty Metropolitan Transit Authority (LACMTA), which will reimburse\nProposition A incentive funds for reporting statistics to the National Transit\nDatabase (NTD) for the Cityline shuttle service.\nRECOMMENDATIONS: 1) Approve and authorize the City Manager to\nexecute three MOUs (MOUPAIWEHO23000, MOUPAIWEHO24000, and\nMOUPAIWEHO25000) with the LACMTA for Proposition A incentive funds\nfor the reporting of statistical data to the NTD; and 2) Authorize\nacceptance of Proposition A Discretionary Incentive Program funds in the\namount of $277,745.00.

DEL TORO]:\nSUBJECT: The City Council will consider approving a Co-Sponsorship\nAgreement with the Institute for Public Strategies’ #Boom! 2026: An\nEvening in Oz New Year’s Eve event, taking place on Wednesday,\nDecember 31, 2025, at Plummer Park’s Fiesta Hall.\nRECOMMENDATIONS: 1) Approve a Co-Sponsorship Agreement with\nthe Institute for Public Strategies’ #Boom!2026: An Evening in Oz event,\ntaking place on Wednesday, December 31, 2025, in Plummer Park’s\nFiesta Hall; 2) Authorize the City Manager or his designee to execute\ndocuments incident to the Co-Sponsorship Agreement between the City\nand the Institute for Public Strategies; 3) Authorize the Director of Finance\n& Technology Services to allocate $5,000 from unallocated General Fund\nreserves to the Special Council Programs Account 100-1-01-00-531001\nincrease the budget for Special Council Programs by the same amount\nand approve the use of $5,000 from the Special Council Programs\naccount for costs associated with the event; 4) Waive any Facility Use\nFees, Special Event Permit Fees, Encroachment Permit Fees, and the 3hour parking limit at the Plummer Park parking lot for event participants\n(estimated $1,674); 5) Authorize the use of the City name and logo on\ninvitations, programs, and other collateral materials for this event; and 6)\nDirect the Communications Department to utilize all appropriate\ncommunication tools to promote the events including, but not limited to,\nthe City’s website, a press release, and social media tools.

D’AMBROSIA]:\nSUBJECT: The City Council of the City of West Hollywood (“City”) will\nconsider adopting a Resolution declaring its intention to renew the West\nHollywood Tourism Improvement District (WeHoTID) and setting the time\nand place of a public hearing to consider the renewal and increased\nassessment.\nRECOMMENDATIONS:\n1) Adopt Resolution No. 25-________: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST\nHOLLYWOOD DECLARING ITS INTENTION TO RENEW THE WEST\nHOLLYWOOD TOURISM IMPROVEMENT DISTRICT (WEHOTID) AND\nFIXING THE TIME AND PLACE OF A PUBLIC MEETING AND A PUBLIC\nHEARING”; and 2) Direct Staff to publish a notice notifying the public that\nthe City Council will conduct a Public Meeting on January 20, 2026, and a\npublic hearing to be held on February 17, 2026 on the renewal of the West\nHollywood Tourism Improvement District (WeHoTID) and the levy of\nassessments on certain lodging businesses.

E.1.\nHOMELESS INITIATIVE UPDATE [C. SAFRIET, T. CARTER, D.\nMURRAY, F. GOMEZ, B. LUBIN, D. RIVAS, A. SHANDI]:\nSUBJECT: This report updates the City Council on implementation of the\nCoordinated Response Framework, a structured system designed to\nimprove coordination, accountability, and outcomes across the City’s\nhomelessness response. Recent accomplishments include the launch of\nthe Holloway Interim Housing Program, expanded joint outreach between\nservice providers and the Los Angeles County Sheriff’s Department, and\nimplementation of a lead outreach team for homeless outreach.\nRECOMMENDATIONS: 1) Receive this report outlining progress on the\nCity’s homelessness response and implementation plan for the\ncoordinated response framework; and 2) Provide policy guidance\nregarding protocols for unhoused community members are in potential\nviolation of local ordinances.

E.2.\nORGANIZATIONAL PRIORITIES UPDATE AND FINANCE & BUDGET\nSUBCOMMITTEE RECOMMENDATIONS [D. WILSON, A. LOVANO, M.\nLINDLEY]:\nSUBJECT: The City Council will consider recommendations from the\nFinance & Budget Subcommittee, which held meetings on June 25, 2025,\nAugust 13, 2025, and October 23, 2025 to discuss organizational\npriorities.\nRECOMMENDATIONS: 1) Approve the Finance & Budget\nSubcommittee’s recommendations as outlined in this staff report. The\nrecommendations from the subcommittee include but are not limited to the\nfollowing, with the full list in the body of this staff report: a) Enhance the\nStaff Analysis section of future Council-initiated staff reports to include:\nimpacts on existing work plans, re-prioritization of existing projects when\nnecessary, an estimated range of financial impacts of the initiative, b)\nAffirm that the Staff Analysis section in Council-initiated staff reports is\ndrafted by staff and should not be edited by the initiating Councilmembers,\nc) Close the 19 items on the Pending Council-Initiated Items\nRecommended to be Closed Out (Attachment A), d) When appropriate,\nincorporate future Council-initiated items into an existing work plan item or\nproject, such as Housing Element, Climate Action & Adaptation Plan,\nEconomic Development Strategic Plan, or WeHo 40, and provide regular\nupdates on those plans. This will be noted in the Staff Analysis section of\nthe Council-initiated item, e) Beginning in Fiscal Year 2027, amend the\nCouncil Special Programs budget allocation of $130,000 to a discretionary\nfund allocation of $50,000 per Council office, for a total budget allocation\nof $250,000. Discretionary funds can only be used for public purposes that\nare consistent with the City’s finance policies and will be reported in an\nannual staff report, f) Authorize the City Manager, or their designee, to\napprove minor fee waivers or deviations from standard facility reservation\nrequirements, and g) Provide direction for staff to bring forward a list of\nannual City events, including proposed speaker series topics, as part of\nthe budget process or a consent item. This should include\nrecommendations for events to merge and/or sunset, as well as\nconsolidating a selection of City award programs into one annual event or\nexisting public meetings.

F.1.\nUPDATE ON STATUS OF COUNCIL INITIATIVES TO REFORM\nHOUSING APPROVAL AND PERMITTING PROCESSES AND OTHER\nRELATED STREAMLINING EFFORTS [N. MARICICH, J. ALKIRE, F.\nCONTRERAS, B. GALAN, S. QURESHY]:\nSUBJECT: The City Council will receive an update on the status of\nvarious reforms to housing approval and permitting processes that were\ninitiated by the Council on May 5, 2025, as well as other related\nstreamlining efforts, as requested.\nRECOMMENDATION: Receive an update on the status of items\ncontained in the Council directive.

F.2.\nINITIATE A REVIEW OF CERTAIN COMPONENTS IN THE RENT\nSTABILIZATION ORDINANCE, INCLUDING ESTABLISHING AN AD\nHOC CITY COUNCIL RSO SUBCOMMITTEE [D. WILSON, A. LOVANO,\nL. LANGER, C. SAFRIET]:\nSUBJECT: The City Council will consider initiating a review of the Rent\nStabilization Ordinance, including the components outlined in this report\nand any additional areas identified by the City Council. The City Council\nwill also consider establishing an Ad Hoc City Council Subcommittee to\nwork with staff and the City Attorney’s office on this review.\nRECOMMENDATIONS: 1) Initiate a review of the components of the\nRent Stabilization Ordinance (RSO) described in this staff report, and any\nother areas identified for consideration by the City Council; 2) Consider\nauthorizing the creation of an Ad Hoc City Council Subcommittee and\nappointing two Councilmembers to serve on the Subcommittee with the\nspecific purpose of collaborating with staff and the City Attorney’s office on\nthis RSO review; and 3) Direct staff to present any proposed modifications\nto the RSO to the Rent Stabilization Commission prior to being brought to\nthe full City Council for consideration.

F.3.\nEVALUATION OF A RESIDENTIAL CONSTRUCTION MINIMUM WAGE\n[J. ERICKSON, C. BYERS]:\nSUBJECT: The City Council will consider directing Staff to evaluate\nestablishing a Residential Construction Minimum Wage, similar to the\nproposal under consideration in the City of Los Angeles, and to analyze\nthe potential implications, feasibility, and economic impacts of adopting\nsuch a policy in the City of West Hollywood.\nRECOMMENDATIONS:\n1) Direct Staff to evaluate establishing a\nResidential Construction Minimum Wage, including assessing the\nfeasibility, potential impacts, and administrative considerations to adopt\nsuch a policy in the City of West Hollywood; and 2) Direct Staff to monitor\nthe similar proposal moving forward in the City of Los Angeles and\nmaintain a similar timeline for the City of West Hollywood’s evaluation and\nreview process.

F.4.\nEXPLORE THE DEVELOPMENT OF A NATIVE PLANT LANDSCAPE\nPROGRAM [J. ERICKSON]:\nSUBJECT: The City Council will consider directing staff to explore the\ndevelopment of a Native Plant Landscape Program to advance the City’s\nclimate resilience goals while supporting and encouraging landscaping\nprofessionals to prioritize native plant landscaping.\nRECOMMENDATIONS: 1) Direct staff to explore the development of a\nNative Plant Landscape Program to promote the use of California Native\nPlants in public spaces and encourage best practices in landscape\nmanagement; and 2) Return to Council with a draft framework or policy\nrecommendations for further consideration during FY 27.
