11G. CONSIDERATION OF A RESOLUTION APPROVING AN EXEMPTION TO THE\nFORMAL SOLICITATION PROCESS, AWARDING AN AGREEMENT TO\nMICHAEL\nBAKER\nINTERNATIONAL\nFOR\nPROFESSIONAL\nENVIRONMENTAL SERVICES RELATED TO THE HANSON HOTEL PROJECT\n(PHP) 25-323, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE\nAGREEMENT\nStaff Recommendation\nAdopt Resolution No. 25-186, which will:\n1. Approve an exemption to the formal solicitation process within the City’s\nPurchasing Policy (reference Section XI. A. 1.8).\n2. Award a Professional Services Agreement to Michael Baker International to\nprovide environmental consulting services for the Hanson Hotel Project.\n3. Approve, and authorize the City Manager to execute, Contract No. C2561, by and between the City of San Clemente and Michael Baker\nInternational, providing for environmental consulting services for the Hanson\nHotel Project, in an amount not to exceed $99,375, funded through the\ndeveloper deposit account for the Hanson Hotel Project.\nNovember 18, 2025
