Approve, and authorize the City Manager to execute, Contract No. C2560, by and between the City of San Clemente and Asphalt Fabric and\nEngineering, Inc., providing for the La Pata/Vista Hermosa Synthetic Soccer\nField Turf Replacement, in an amount not to exceed $680,804, in a form\nsubstantially similar to Contract No. C25-59 (Attachment 2).

Approve an exemption to the formal solicitation process within the City’s\nPurchasing Policy (reference Section XI. A. 1.8).\n2. Reject all bids received on April 24, 2025, for the Dije Court and El Portal\nBeach Wood Stairs Replacement, CIP Project No. 22801, pursuant to\nSection 20166 of the Public Contract Code.\n2. Authorize staff to re-scope the bid package and re-bid the Dije Court and El\nPortal Beach Wood Stairs Replacement based on a revised scope of work\nthat includes replacement of the landings.

Reject all bids received on September 25, 2025, for the Reeves Booster\nPump Station, CIP Project No. 17405, pursuant to Section 20166 of the\nPublic Contract Code.\n2. Authorize staff to conduct a value engineering and re-scoping to further\nidentify cost-saving opportunities while maintaining the required level of\nserviceability for the Reeves Booster Pump Station; and revise the project\nplans and specifications accordingly to re-bid the project.

11J. ACKNOWLEDGMENT OF OFFICIAL APPOINTMENT OF CITY FINANCE\nMANAGER TO THE ROLE OF DEPUTY CITY TREASURER\nStaff Recommendation\nAdopt Resolution No. 25-189, which will:\n1. Acknowledge the appointment of Sheryl Mariano, Finance Manager as the\nDeputy City Treasurer, coterminous with the Finance Manager’s tenure in\nthat role, in accordance with the official confirmation of the appointment\nmade by the City Treasurer during the Regular Meeting of the Investment\nAdvisory Committee on October 30, 2025.\n2. 8A.\nCONSIDERATION OF RESOLUTION NO. 25-175, APPROVING THE COST\nOF SERVICES STUDY, ADOPTING THE COST RECOVERY FOR BEACHES,\nPARKS & RECREATION SERVICES POLICY, APPROVING THE ASSOCIATED\nFEE SCHEDULE, REPEALING AND REPLACING RESOLUTION NOS. 23-25,\n89-54, 95-01, 11-66, AND 16-23, AND ALL OTHER RESOLUTIONS THAT MAY\nCONFLICT THEREWITH, AND FINDING THE ACTIONS EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nPublic Hearing to consider adopting a comprehensive Cost Recovery Policy\nfor the Beaches, Parks and Recreation Department. The policy establishes\nconsistent principles and guidelines for determining user fees and cost\nrecovery targets for programs, services, and facility rentals. The City\nCouncil will also consider amendments to the Beaches, Parks and\nRecreation Department Fee Schedule to align with the findings of the\nComprehensive Cost of Services and Fee Study prepared by the Matrix\nConsulting Group.\nThis Public Hearing is conducted pursuant to California Government Code\nSections 66018, which require local agencies to hold a public hearing prior\nto adopting new fees or increasing existing fees, and to make available\nsupporting data at least 10 days in advance of the hearing. The proposed\nadjustments pertain solely to recreation facility fees, which are voluntary\ncharges incurred only when an individual or organization elects to use the\nCity’s recreation facilities. These fees are not mandatory taxes or\nassessments, but rather per-use fees to cover a portion of the operating and\nmaintenance costs of each facility.\nStaff and the Beaches, Parks & Recreation Commission recommendation\n1. Conduct the public hearing pursuant to California Government Code section\n66018.\n2. After conducting the public hearing, adopt Resolution No. 25-175, which will:\na. Determine that the actions are statutorily exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15273 (14 CCR §\n15273).\nNovember 18, 2025\nb. Approve the 2025 Cost of Services (User Fee) Study prepared by the\nMatrix Consulting Group.\nc. Adopt Policy No. 201-15 - Cost Recovery for Beaches, Parks &\nRecreation Services.\nd. Adopt a revised fee schedule for the Beaches, Parks & Recreation\nDepartment effective January 1, 2026; and repeal and replace conflicting\nresolutions.\ne. Direct staff to incorporate all revenue and expense impacts into future\nbudgets.

8B.\nOVERVIEW OF THE MILLS ACT PROGRAM AND CONSIDERATION OF A\nRESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A\nHISTORIC PROPERTY PRESERVATION AGREEMENT (HPPA) FOR A\nQUALIFIED HISTORIC PROPERTY AT 121 W. ESCALONES AND FINDING\nTHE ACTION CATEGORICALLY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nContinued Public Hearing to consider a Mills Act agreement between the\nCity and the owner(s) of a historic property located at 121 West Escalones.\nStaff recommends the City Council determine this historic preservation\nagreement is not a project, as defined by Section 15378 of the California\nEnvironmental Quality Act and is exempt from environmental review.\nStaff Recommendation\nAdopt Resolution No. 25-176, which will:\n1. Find the Historic Preservation Agreement categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) under Class 31, Section 15378\nof the CEQA Guidelines (14 CCR § 15331 - Historical Resource\nRestoration/Rehabilitation).\n2. Approve, and authorize the City Manager to execute, Contract No. 25-58,\nHistoric Property Preservation Agreement, for the property located at 121\nWest Escalones.

8C.\nNovember 18, 2025\nCONSIDERATION TO INTRODUCE, AND CONDUCT A FIRST READING OF,\nORDINANCE NO. 1798 TO APPROVE PUBLIC HEARING PROJECT (PHP) 25395, ZONING AMENDMENT (ZA) 25-396, EMERGENCY SHELTER OVERLAY\nDISTRICT UPDATES AND FINDING THE ACTION EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nPublic Hearing for the City Council to consider Zoning Amendment\n25-396 to update the development standards, operational standards, and\nmanagement standards within the Emergency Shelter Overlay consistent\nwith Housing Element commitment and State law.\nThe City Council will also consider whether the project is Categorically\nExempt from the requirements of the California Environmental Quality Act\n(CEQA) per the Community Plan exemption pursuant to Public\nResources Code Section 21083.3 and CEQA Guidelines Section 15183.\nStaff Recommendation\n1. Approve the City of San Clemente November 2025 Water Rate Study Final\nReport.\n2. Determine that the actions are categorically exempt from the California\nEnvironmental Quality Act (CEQA) under Class 3, Section 15303 of the state\nCEQA Guidelines (14 CCR 15303).\n2.
