9A.\nCONSIDERATION OF A RESOLUTION TO APPROVE THE NOVEMBER 2025\nWATER RATE STUDY FINAL REPORT, APPROVE THE PUBLIC HEARING\nNOTICE, SET A DEADLINE OF JANUARY 15, 2026 FOR SUBMISSION OF\nOBJECTIONS, SCHEDULE A PUBLIC HEARING FOR FEBRUARY 3, 2026 TO\nCONSIDER OBJECTIONS (EXHAUSTION OF ADMINISTRATIVE REMEDIES)\nAND SCHEDULE A PUBLIC HEARING FOR FEBRUARY 17, 2026 TO\nCONSIDER ADOPTION OF PROPOSED UPDATES TO WATER RATES AND\nCHARGES UNDER PROPOSITION 218 AND CONDUCT A PROTEST\nHEARING\nStaff Recommendation\nAdopt Resolution No. 25-178, which will:\n1. Approve the City of San Clemente November 2025 Water Rate Study Final\nReport.\n2. Approve and authorize staff to mail the Notice of Public Hearings to Consider\nProposed Adjustments to Water Rates based on the analysis in the City of\nSan Clemente November 2025 Water Rate Study Final Report.\n3. Set a deadline of January 15, 2026 at 5:00 p.m. for the submission of timely\nwritten objections to the proposed fees and charges and exhaustion of\nadministrative remedies.\n4. Set a Public Hearing for February 3, 2026 at 5:30 p.m. for the exhaustion of\nadministrative remedies (objection hearing) to consider all timely written\nobjections along with the draft written responses and determine whether\nclarifications or further review or reduction or abandonment of the proposed\nwater rate and charge increases are warranted.\n5. Set a Public Hearing for February 17, 2026 at 5:30 p.m. to consider all written\nprotests and hear all oral comments on the proposed water rate and service\ncharge increases and consider approval of the proposed rates and charges.
