8B.\nOVERVIEW OF THE MILLS ACT PROGRAM AND CONSIDERATION OF A\nRESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A\nHISTORIC PROPERTY PRESERVATION AGREEMENT (HPPA) FOR A\nQUALIFIED HISTORIC PROPERTY AT 121 W. ESCALONES AND FINDING\nTHE ACTION CATEGORICALLY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nContinued Public Hearing to consider a Mills Act agreement between the\nCity and the owner(s) of a historic property located at 121 West Escalones.\nStaff recommends the City Council determine this historic preservation\nagreement is not a project, as defined by Section 15378 of the California\nEnvironmental Quality Act and is exempt from environmental review.\nStaff Recommendation\nAdopt Resolution No. 25-176, which will:\n1. Find the Historic Preservation Agreement categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) under Class 31, Section 15378\nof the CEQA Guidelines (14 CCR § 15331 - Historical Resource\nRestoration/Rehabilitation).\n2. Approve, and authorize the City Manager to execute, Contract No. 25-58,\nHistoric Property Preservation Agreement, for the property located at 121\nWest Escalones.
