Public Hearing and Consideration of Resolution 2023-63, Approving the Solid\nWaste Rate Adjustment Methodology for the Service Charge for Residential\nand Commercial Garbage, Recyclable Materials and Organics Waste\nCollection, Transportation, Recycling and Disposal Services….…………..... 29\n(Staff Report: Art Vela, Director of Public Works)\n3\nApril 11, 2023\nRecommendation: That the City Council hold a public hearing and, in the absence\nof a majority protest, adopt Resolution 2023-63: (1) Consider and declare whether\nthere is a majority protest against the proposed rate adjustment methodology for the\nservice charge for Residential and Commercial Garbage, Recyclable Materials and\nOrganics Waste Collection, Transportation, Recycling and Disposal Services; (2) In\nthe absence of a majority protest, approve the proposed rate adjustment\nmethodology for the service charge for the solid waste services for the period July 1,\n2023 through June 30, 2028; and, (3) Find that the adoption of Resolution 2023-\n63 is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section\n15061(b)(3) and direct staff to file a Notice of Exemption with the County Clerk of the\nCounty of Riverside consistent with the City Council’s determination in Resolution\n2023-63 that the Resolution is exempt from CEQA.
