10) DISCUSSION AND CONSIDERATION TO TRANSITION THE DOWNTOWN MASTER PLAN TO A\nTARGETED IMPLEMENTATION PHASE AND AUTHORIZE THE CITY MANAGER OR DESIGNEE TO\nEXECUTE A FOURTH AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH\nDUDEK CONSULTING GROUP TO AMEND THE SCOPE OF WORK\nRecommend that the City Council:\na. Approve the Transition of the Downtown Master Plan to a Targeted Implementation Phase\nby preparing an Opportunity Site Analysis; and\nb. Authorize the City Manager or designee to execute a Fourth Amendment to the\nProfessional Services Agreement with Dudek Consulting Group to amend the scope of work\nto transition the Downtown Master Plan effort to a Targeted Implementation Phase.
