H. ACCEPTANCE OF GRANT FROM ASSEMBLYMEMBER FONG’S OFFICE,\nAGREEMENT WITH GABRIELENO TONGVA TRIBAL CENTER AT SIBAN’GNA\nTO INCLUDE APPROVAL OF IMPROVEMENT PROJECT, ACCEPTANCE OF\nIMPENDING NOTICE OF EXEMPTION AND ADOPTION OF RESOLUTION\nNO. 25-53 RESCINDING RESOLUTION NO. 24-16\nThe City has been notified that it will receive targeted state funding on behalf\nof the Gabrielino Tongva Tribal Center at Siban’gna. As the recipient and\nadministrator of the funds, the City has developed an agreement with the\nGabrieleno Tongva Tribal Center to ensure compliance with all grant\nrequirements. Gabrieleno Tongva Tribal Center will pay for the services to be\ncompleted as part of the project and, through the City, will request\nreimbursement from the California Department of Parks and Recreation.\nCalifornia Environmental Quality Act (CEQA) Determination: The improvement\nprojects to be completed at Gabrieleno Tongva Tribal Center are exempt from\nrequirements of CEQA, per Guidelines 15331, Class 31, which applies to “projects\nlimited to maintenance, repair, stabilization, rehabilitation, restoration,\npreservation, conservation or reconstruction of historical resources in a manner\nconsistent with the Secretary of Interior’s Standards for the Treatment of Historic\nProperties with Guidelines for Preserving, Rehabilitating, Restoring, and\nReconstructing Historic Buildings (1995), Weeks and Grimmer.” A Notice of\nExemption was filed for La Casa, however, since it has been over one year since\nthe CEQA documentation was filed, the approval has expired and will need to\nrefiled. Planning Division staff have prepared the environmental documents to be\nfiled.\nRecommended Action:\nStaff recommends that the City Council:\n1. Accept the Grant from Assemblymember Fong’s Office on behalf of\nGabrieleno Tongva Tribal Center at Siban’gna.\n2. Approve the agreement with Gabrieleno Tongva Tribal Center at Siban’gna\nand the improvement project with review by the Community Development\nDepartment, as necessary.\n3. Find that the project is exempt from CEQA pursuant to CEQA Guidelines\nSection 15331 and authorize the City Manager to file the Notice of\nExemption.\n4. Authorize the City Manager to act on the City’s behalf in matters related to\nthis item.
