D. RESOLUTION NO. 25-51 AMENDING THE AUTHORIZED POSITION\nCLASSIFICATION AND SALARY SCHEDULE TO INCORPORATE THE 2026\nSTATE MINIMUM WAGE INCREASE AND APPROPRIATING GENERAL\nFUNDS FOR INCREASED SALARIES AND BENEFITS FOR PART-TIME\nLIMITED SERVICES PERSONNEL\nOn January 1, 2026, the State minimum wage will increase to $16.90 per hour,\nwhich represents a 2.42% increase to the current minimum wage. There are\napproximately 80 part-time limited-service employees citywide who will receive\nthe minimum wage increase. The minimum wage increase is expected to have\nan annualized cost impact of $28,740. The cost impact for Fiscal Year 2025-2026\nis $14,370, with the General Fund incurring approximately $7,710 (53.7%) and\nspecial funds incurring approximately $6,600 (46.3%) of the total increase. The\ncost impact necessitates an additional appropriation of $7,710 in general funds\nand $6,660 in various other special funds to cover the increase to part-time\nsalaries in Fiscal Year 2025-2026. If approved, the minimum wage adjustment\nwill go into effect the pay period starting on December 27, 2025.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-51, which\namends the City’s Authorized Salary Schedule by increasing the pay range of\nall part-time limited-service positions by the 2026 minimum wage rate increase,\neffective December 27, 2025, and increases General Fund appropriations\n$7,710, and various other special funds $6,660 to cover increased costs to parttime position salaries for Fiscal Year 2025-2026.

ORDINANCE NO. 724 AMENDING TITLE III: ADMINISTRATION, CHAPTER\n30 CITY COUNCIL, SECTION 30.02 COMPENSATION OF THE SAN GABRIEL\nMUNICIPAL CODE TO ADJUST THE COMPENSATION OF CITY COUNCIL\nMEMBERS PURSUANT TO SENATE BILL 329 – SECOND READING AND\nADOPTION\nOrdinance No. 724 would change City Council compensation to $1275 monthly,\neffective the first full pay period after the seating of new or re-elected City\nCouncil Members following the November 2026 election. Funds would be\nbudgeted in Fiscal Year 2026-2027. There is no fiscal impact in the current\nbudget year. The impact to the General Fund would be an increase of $381.30\nmonthly ($4,575.60 annually) per council member, and $22,878 total annual\nincrease for all five council members, to be budgeted in Fiscal Year 2026-27.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council waive reading, conduct the second\nreading by title only and adopt Ordinance No. 724 entitled, “An Ordinance of\nthe City Council of San Gabriel, California, Amending Title III: Administration,\nChapter 30 City Council, Section 30.02 Compensation of the San Gabriel\nMunicipal Code to adjust the Compensation of City Council Members Pursuant\nto Senate Bill 329.”

F. POLICE DEPARTMENT 36-MONTH LEASE-PURCHASE OF TWO FRONTLINE\nVEHICLES AND NINE UNMARKED DETECTIVE AND COMMUNITY\nENGAGEMENT BUREAU VEHICLES, THROUGH THE ENTERPRISE FLEET\nMANAGEMENT PROGRAM IN AN AMOUNT NOT TO EXCEED $545,844.24\nPublic Works Fleet Division personnel and police staff have determined that a\n2017 Ford Explorer Interceptor and a 2015 Chevy Tahoe patrol vehicle have\nreached the end of their lifespan as frontline emergency vehicles and have been\ndesignated for replacement. Unmarked police units are also needed in the\nDetective (DB) and Community Engagement Bureaus (CEB) to replace their\naging fleets. The 2017 Ford Explorer Interceptor will be reassigned to CEB, while\nthe 2015 Chevy Tahoe will be disposed of via established protocols through the\nfleet manager at the Auto Shops. Four frontline Ford Explorer Interceptors and\ntwo DB units that still have decent resale values will be sold to Enterprise Fleet\nManagement (EFM) to offset the overall cost of the vehicle replacement\nprogram. Other DB and CEB units that have little to no equity will be disposed\nof via established protocols through the City’s Fleet Manager. The total cost for\nthis 36-month lease purchase agreement for eleven vehicles is approximately\n$545,844 and breaks out to $181,948 per year. On January 21, 2025, the City\nCouncil approved an agreement with EFM and authorized the lease of four\npatrol vehicles with a 36-month lease term for a total amount of $295,425, or\n$98,475 per year. Including this proposed lease, less the $81,000 in trade-in\nequity, the total vehicle lease obligations over the next 36 months amount to\napproximately $646,792, with a combined annual lease payment of $215,597.\nLease payments are made from the Fleet Services Fund, which receives funding\nfrom the General Fund to cover fleet-related expenditures. The adopted Fiscal\nYear 2024-25 budget included an appropriation of $295,000 in the Police\nDepartment’s Special Projects Fund (Account No. 124-751-37-99-201) for\nvehicle purchases, which has been carried forward to Fiscal Year 2025-26.\nFunding is available in the Fleet Services 2025-26 budget to pay for the current\nvehicle lease expenditures. However, an additional $351,792 will need to be\nappropriated in future years to fully fund the remaining lease payments.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends the City Council authorize the City Manager to leasepurchase the vehicles listed for an amount not to exceed $181,948.

REQUEST TO ACCEPT $4,400 DONATION FROM LOS ANGELES THEATRE\nORGAN SOCIETY IN SUPPORT OF THE SILENT SUNDAYS SERIES AND\nADOPTION OF RESOLUTION NO. 25-44 AMENDING THE FISCAL YEAR\n2025-2026 BUDGET TO INCREASE APPROPRIATIONS IN THE AMOUNT OF\n$4,400\nThe City received a donation from Los Angeles Theatre Organ Society (LATOS)\nin the amount of $4,400 to help cover the organists’ fees for the Silent Sundays\nSeries. Should the City Council approve the acceptance of the donation from\nLATOS, this will increase revenue in Account number 152-3920 by $4,400. For\nstaff to utilize these funds for their intended purpose, funds would need to be\nappropriated to the Mission Playhouse Special Events account, 152-712-32-27047 in the amount of $4,400 for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council accept the donation of $4,400 from Los\nAngeles Theatre Organ Society into the Mission Playhouse Donation Account\n152-3920 and adopt Resolution No. 25-44, authorizing the budget adjustment\nof $4,400 within account number 152-712-32-27-047.

ACCEPTANCE OF GRANT FROM ASSEMBLYMEMBER FONG’S OFFICE,\nAGREEMENT WITH GABRIELENO TONGVA TRIBAL CENTER AT SIBAN’GNA\nTO INCLUDE APPROVAL OF IMPROVEMENT PROJECT, ACCEPTANCE OF\nIMPENDING NOTICE OF EXEMPTION AND ADOPTION OF RESOLUTION\nNO. 25-53 RESCINDING RESOLUTION NO. 24-16\nThe City has been notified that it will receive targeted state funding on behalf\nof the Gabrielino Tongva Tribal Center at Siban’gna. As the recipient and\nadministrator of the funds, the City has developed an agreement with the\nGabrieleno Tongva Tribal Center to ensure compliance with all grant\nrequirements. Gabrieleno Tongva Tribal Center will pay for the services to be\ncompleted as part of the project and, through the City, will request\nreimbursement from the California Department of Parks and Recreation.\nCalifornia Environmental Quality Act (CEQA) Determination: The improvement\nprojects to be completed at Gabrieleno Tongva Tribal Center are exempt from\nrequirements of CEQA, per Guidelines 15331, Class 31, which applies to “projects\nlimited to maintenance, repair, stabilization, rehabilitation, restoration,\npreservation, conservation or reconstruction of historical resources in a manner\nconsistent with the Secretary of Interior’s Standards for the Treatment of Historic\nProperties with Guidelines for Preserving, Rehabilitating, Restoring, and\nReconstructing Historic Buildings (1995), Weeks and Grimmer.” A Notice of\nExemption was filed for La Casa, however, since it has been over one year since\nthe CEQA documentation was filed, the approval has expired and will need to\nrefiled. Planning Division staff have prepared the environmental documents to be\nfiled.\nRecommended Action:\nStaff recommends that the City Council:\n1. Accept the Grant from Assemblymember Fong’s Office on behalf of\nGabrieleno Tongva Tribal Center at Siban’gna.\n2. Approve the agreement with Gabrieleno Tongva Tribal Center at Siban’gna\nand the improvement project with review by the Community Development\nDepartment, as necessary.\n3. Find that the project is exempt from CEQA pursuant to CEQA Guidelines\nSection 15331 and authorize the City Manager to file the Notice of\nExemption.\n4. Authorize the City Manager to act on the City’s behalf in matters related to\nthis item.

ORDINANCE NO. 725 AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO USE BY-RIGHT DEFINITION AND\nAFFORDABLE RESIDENTIAL DEVELOPMENT IN C-1 AND C-3 ZONES\n(ZTA25-002) – INTRODUCTION AND FIRST READING\nThe proposed Zone Text Amendment would amend Chapter 153 of the San\nGabriel Municipal Code relating to Use By-Right Definition and Affordable\nResidential Development in C-1 and C-3 Zones. The proposed Zone Text\nAmendment is intended to implement the goals and programs identified in the\n2021-2029 Housing Element. The Fiscal Year 2025-2026 Adopted Budget\nincludes the cost for required legal publication (Account No. 121-702-00-65000) and codification (Account No. 121-702-00-22-000) of the ordinance, if\nadopted by the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). An Initial Study/Negative Declaration (IS/ND) was prepared\nfor the 2021-2029 Housing Element, as required by the California Environmental\nQuality Act (CEQA), Public Resources Code (PRC) Section 21000 et seq., the CEQA\nGuidelines, and the City of San Gabriel Local Guidelines for Implementing CEQA.\nThe IS/ND considered the policies and programs outlined in the Housing Element.\nThe Housing Element establishes objectives, policies, and programs to assist the\nCity in achieving state-mandated housing goals. No formal land use changes or\nphysical development are proposed at this time and future land use and physical\ndevelopment would require separate environmental evaluation.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed Ordinance No. 725;\n2. Waive full reading and introduce Ordinance No. 725 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN\nGABRIEL, CALIFORNIA, AMENDING TITLE XV, CHAPTER 153\n(ZONING) RELATING TO USE BY-RIGHT DEFINITION AND\nAFFORDABLE RESIDENTIAL DEVELOPMENT IN THE C-1 AND C-3\nZONE DISTRICTS\n3. A. PROFESSIONAL SERVICES AGREEMENT WITH FARM AND CRAFT MARKET,\nINCORPORATED FOR A SAN GABRIEL CERTIFIED FARMERS’ MARKET AND\nAPPROPRIATION OF $20,000 FOR MARKETING RELAUNCH AND\nOPERATIONS [RESOLUTION NO. 25-50]\nOn February 6, 2024, a Professional Services Agreement was awarded to\nSupporting Arms to reestablish a Farmers’ Market at the Park and Ride lot on\nMission Drive. The first event took place on April 27, 2024 and continued every\nSaturday from 8:30 a.m. to 1:30 p.m. After a few months of operation,\nSupporting Arms was unable to consistently retain the vendors and attendance\nat the event decreased. On August 20, 2024, the City Council directed staff to\nreevaluate the program and return with a different operational format. On\nAugust 4, 2025, the City issued a Request for Proposals (RFP) for a qualified\ncompany to operate a Farmers’ Market. The City selected Farm and Craft\nMarket, Incorporated as they best met the criteria outlined in the RFP. If\napproved by City Council, $20,000 will be appropriated to the NonDepartmental Special Events (Account No. 121-714-00-27-047) to cover the\nequipment rental, advertising, and marketing efforts for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Review and approve the Professional Services Agreement with Farm and\nCraft Market, Incorporated, and authorize the City Manager to execute\nthe Agreement;\n2. ORDINANCE NO. 726 – ADOPTION OF 2025 CALIFORNIA BUILDING AND\nFIRE CODES – INTRODUCTION AND FIRST READING\nIn order to comply with State Law, every three years, the City Council is asked\nto consider the adoption of updated fire, building and safety codes based on\nthe California Building Standards Commission, which provides a nationallyrecognized framework for fire and building safety practices. Ordinance No. 726,\nadopting the new California codes and making related amendments to the San\nGabriel Municipal Code is presented for Council consideration at introduction.\nCalifornia Environmental Quality Act (CEQA) Determination: Based on a review\nby the Assistant Community Development Director and the City Attorney, this\naction has been reviewed for compliance with the California Environmental\nQuality Act (CEQA) and determined to be exempt as follows:\na. Section 15061(b)3 of Title 14 of the California Code of Regulations.\nGeneral Exemptions.\nCEQA applies only to projects which have the potential for causing a\nsignificant effect on the environment.
