B. ORDINANCE NO. 726 – ADOPTION OF 2025 CALIFORNIA BUILDING AND\nFIRE CODES – INTRODUCTION AND FIRST READING\nIn order to comply with State Law, every three years, the City Council is asked\nto consider the adoption of updated fire, building and safety codes based on\nthe California Building Standards Commission, which provides a nationallyrecognized framework for fire and building safety practices. Ordinance No. 726,\nadopting the new California codes and making related amendments to the San\nGabriel Municipal Code is presented for Council consideration at introduction.\nCalifornia Environmental Quality Act (CEQA) Determination: Based on a review\nby the Assistant Community Development Director and the City Attorney, this\naction has been reviewed for compliance with the California Environmental\nQuality Act (CEQA) and determined to be exempt as follows:\na. Section 15061(b)3 of Title 14 of the California Code of Regulations.\nGeneral Exemptions.\nCEQA applies only to projects which have the potential for causing a\nsignificant effect on the environment. Where it can be seen with certainty\nthat there is no possibility that the activity in question may have a\nsignificant effect on the environment, the activity is not subject to CEQA.\nb. Categorical exemption 15308 of Title 14 of the California Code of\nRegulations, Actions by Regulatory Agencies for Protection of the\nEnvironment.\nClass 8 exemptions include actions taken by state or local ordinance, to\nassure the maintenance, restoration, enhancement, or protection of the\nenvironment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Discuss proposed Ordinance No. 726 which adopts the following\nCalifornia Codes:\na. Adoption of California Administrative Code, 2025 Edition, and the\nState of California Title 24, Part 1, including Errata and Supplements\nhereafter.\nb. Adoption of California Building Code, Volumes 1 and 2, including\nAppendix Chapters A, C, H, I, and J, 2025 Edition, California Historical\nBuilding Code, including Appendix Chapter A, 2025 Edition,\nCalifornia Existing Building Code, including Appendix Chapter A1,\n2025 Edition, and the State of California Title 24, Parts 8, 10, and 12,\nCalifornia Building Code Amendments of 2025, including Errata and\nSupplements hereafter.\nc. Adoption of the California Residential Code, including Appendix\nChapters AA-AE, AG, AH, AJ, AK, AO, and AP, 2025 Edition, and the\nState of California Title 24, Part 2.5, California Residential Code\nAmendments of 2025, including Errata and Supplements hereafter.\nd.
