Approve the Annual Report of the Downtown Covina Business Area Enhancement\nDistrict (BAED); and\n2.\nAdopt Resolution CC 2025-119, declaring its intent to levy an annual assessment for\nthe calendar year 2026 in the Downtown Covina Business Area Enhancement\nDistrict, and establish the public hearing on December 16, 2025 at 7:30 p.m. in the\nCity Council Chambers.
