8D. Authorization to award a Professional Services Agreement with Glenn A. Rick\nEngineering and Development Co. for the design of the Olivenhain Trunk\nSewer Capacity Improvements Project (CC04J).\nEnvironmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15378(b)(5) of CEQA Guidelines. The action involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment. Contact Person:\nPrincipal Engineer Alex\nRecommended Action: 1) Authorize the City Manager, or designee, in\nconsultation with the City Attorney, to execute an agreement for design\nprofessional consultant services, in substantial form, with Glenn A. Rick\nEngineering and Development Co., and any necessary amendments and time\nextensions in the amount of $4,480,353 plus a contingency of $741,614 for a\nnot-to-exceed contract total of $5,271,467; and 2) Adopt Resolution No. 2025114, titled "A Resolution of the City Council of the City of Encinitas, California,\nAmending the Fiscal Year 2025-26 Budget" to amend the FY 2025-26 budget\nby transferring $518,485 from CSD Collection System Rehabilitation Project\n(CE04H) to fund the Olivenhain Trunk Sewer Capacity Improvements Project\n(CC04J).\n2025-11-19 Item 08D Olivenhain Trunk Sewer Capacity Improvements
