12. 2021-22 FEDERAL OVERLAY AND SLURRY SEAL PROGRAM, PROJECT\nM0142 - PLANS AND SPECIFICATIONS AND CONSTRUCTION CONTRACT -\nThis item will fund the construction of the Federal Overlay project, an integral part of the\nCity of Santa Clarita’s pavement management program. Each year, streets are evaluated\nand identified for pavement preservation and rehabilitation treatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2021-22 Federal Overlay and Slurry Seal\nProgram, Project M0142.\n2. Find the 2021-22 Federal Overlay and Slurry Seal Program exempt from review\nunder the California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n3. Award the construction contract to Sully-Miller Contracting, Co., in the amount of\n$3,962,302 and authorize a contingency in the amount of $396,230, for a total\ncontract amount not to exceed $4,358,532.\n4. Authorize the transfer of Measure R (Fund 264) funds in the amount of $2,020,936\nfrom expenditure account M0149264-516101, 2022-23 Overlay and Slurry Seal\nProgram, to expenditure account M0142264-516101, 2021-22 Federal Overlay and\nSlurry Seal Program.\n5. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
