8G. Authorization to utilize PEG funding to upgrade the end-of-life audio-visual\nequipment in Council Chambers, Carnation Conference Room, and Poinsettia\nConference Room, project CT26A, in order to integrate a 2-way audio-visual\nplatform for public meetings in accordance with SB 707. Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15378(b)(5) of CEQA Guidelines. The action involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment. Contact Person: IT\nAnalyst Parhar\nRecommended Action: 1) Approve upgrading the Council Chambers end-oflife audio-visual equipment & broadcast equipment with an audio-visual\nsystem that supports a 2-way audio-visual platform for public meetings in\naccordance with SB707 and the Americans with Disabilities Act; 2) Authorize\nthe City Manager to enter a General Services Agreement between the City of\nEncinitas and Western Audio Visual, in conjunction with the City Attorney in\nsubstantial form. The cost to upgrade the audio-visual equipment is $197,663\nfor design, equipment, software, and installation. Staff is also requesting a 10\npercent contingency in the amount of $19,767 for a project total not to exceed\n$217,430; and 3).
