10D. Contract extension and funding request for the Jewish Family Services of San\nDiego (JFS) Safe Parking Program (SPP) located at the Encinitas Community\nand Senior Center at 1140 Oakcrest Park Drive to operate for an additional\nyear. Environmental Considerations: The action before the City Council is not\nsubject to the California Environmental Quality Act (CEQA) because it is not a\n"project" pursuant to Section 15378(b)(5). The action involves an\norganizational or administrative activity of government that will not result in a\ndirect or indirect physical change in the environment. Contact Persons:\nHomeless Program Coordinator Pugh and Planning Manager Anders\nRecommended Action: 1) Provide staff with direction on the proposed\noptions #1 or #2 listed below in the Analysis section in regard to the JFS SPP;\nor other Council desired options. If the City Council direction is to extend the\nJFS SPP contract, the following actions are also necessary: Authorize the City\nManager, in coordination with the City Attorney, to execute a Professional\nConsultant Services Agreement in substantial form, for safe parking program,\nin an amount not-to-exceed $610,000; Adopt Resolution No. 2025-121, titled,\n"A Resolution of the City Council of the City of Encinitas, California,\nAuthorizing a 12-Month Extension of the Use Agreement for the Safe Parking\nProgram at the Encinitas Community and Senior Center located at 1140\nOakcrest Park;"Adopt Resolution No. 2025-120 titled "A Resolution of the City\nCouncil of the City of Encinitas, California, Amending the Fiscal Year 2025-26\nBudget."\n2025-11-19 Item 10D JFS Safe Parking Contract Ext_Funding Request
