13. Consideration of an Adjustment to the SANDAG Regional Transportation Congestion\nImprovement Program (RTCIP) Fee\nRECOMMENDATION:\nThat the City Council:\n1. Opens the Public Hearing and receives testimony;\n2. Closes the Public Hearing; and\n3.
