C.1.\nZONING ORDINANCE AMENDMENT FOR HOUSING DWELLING\nTYPOLOGIES FOR UNHOUSED PERSONS AND PERSONS WITH\nSPECIAL NEEDS IN COMPLIANCE WITH STATE LAW AND\nIMPLEMENTATION OF THE CITY’S HOUSING ELEMENT PROGRAM\n21 [N. MARICICH, J. ALKIRE, F. CONTRERAS, P. PORTWOOD, A.\nSTAUBER]:\nSUBJECT: The City Council will consider introducing on first reading an\nOrdinance approving a Zone Text Amendment (ZTA) supporting the 2021-\n2029 6th Cycle Housing Element Program 21 (Zoning Ordinance\nAmendments). This ZTA aims to implement recent State laws to facilitate\nthe development of housing for people experiencing homelessness and\npersons with special needs. The proposed ordinance is categorically\nexempt from the provisions of the California Environmental Quality Act\n(CEQA), pursuant to Sections 15378(b)(5) and 15061(b)(3).\nRECOMMENDATION: Introduce on first reading Ordinance No. 25–\n_____: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nWEST HOLLYWOOD AMENDING TITLE 19, ZONING ORDINANCE OF\nTHE WEST HOLLYWOOD\nMUNICIPAL CODE AMENDING\nREGULATIONS FOR HOUSING TYPOLOGIES FOR UNHOUSED\nPERSONS AND PERSONS WITH SPECIAL NEEDS IN ACCORDANCE\nWITH STATE LAW AND FINDING SUCH ACTION DOES NOT QUALIFY\nAS A PROJECT SUBJECT TO THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT (CEQA) AND IS OTHERWISE EXEMPT UNDER STATE\nCEQA GUIDELINES SECTIONS 15378(b)(5) and 15061(b)(3).”
