TRIBBLE]:\nSUBJECT: The City Council will consider approving the presentation of\nWinter Sounds, the city’s free indoor concert series, on January 24, 2026,\nFebruary 7, 2026, and February 21, 2026, to take place at The\nPeppermint Club located at 8713 Beverly Boulevard in West Hollywood.\nRECOMMENDATIONS: 1) Approve the presentation of Winter Sounds,\nthe city’s free winter indoor concert series, on January 24, 2026, February\n7, 2026, and February 21, 2026, to take place at The Peppermint Club\nlocated at 8713 Beverly Boulevard in West Hollywood; 2) Authorize the\nuse of the City name and logo on invitations, programs, and other\ncollateral materials for the event; 3) Direct the Communications\nDepartment to utilize all appropriate communication tools to promote the\nconcert series including, but not limited to, the City’s website, press\nrelease, and social media tools; 4) Authorize the City Manager or his\ndesignee to negotiate and execute all documents; and 5) Authorize the\nCity Manager to negotiate and execute the Agreement with Live Nation for\nuse of the Peppermint Club as this year’s venue for Winter Sounds.

MARICICH, J. ALKIRE, F. CONTRERAS, P. PORTWOOD, A.\nSTAUBER]:\nSUBJECT: The City Council will consider introducing on first reading an\nOrdinance approving a Zone Text Amendment (ZTA) supporting the 2021-\n2029 6th Cycle Housing Element Program 21 (Zoning Ordinance\nAmendments). This ZTA aims to implement recent State laws to facilitate\nthe development of housing for people experiencing homelessness and\npersons with special needs. C.2.\nZONE TEXT AMENDMENT TO ENCOURAGE AND FACILITATE THE\nCONVERSION OF EXISTING COMMERCIAL DEVELOPMENTS TO\nRESIDENTIAL USES [N. MARICICH, J. ALKIRE, F. CONTRERAS, J.\nPARRISH]:\nSUBJECT: The City Council will consider a Zone Text Amendment (ZTA)\nto encourage and facilitate the conversion of existing commercial buildings\nto multi-family residential uses by establishing a ministerial approval\nprocess for qualifying projects. In response to Planning Commission\ndiscussion and community feedback, staff is presenting two options of the\nproposed ordinance for City Council consideration. The primary difference\nbetween the two ordinances is the treatment of hotels and motels,\nreflecting the policy considerations and community feedback regarding\npotential economic and employment impacts discussed by the Planning\nCommission and subsequently received by staff. Both versions otherwise\nmaintain the same proposed standards intended to streamline conversion\nprojects, support Housing Element implementation, and advance City\nclimate and land use goals. The proposed Ordinances are not subject to\nsubsequent review under the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15162 and are additionally\ncategorically exempt from the provisions of CEQA, pursuant to Section\n15183 and Section 15061(b)(3) of the State CEQA Guidelines.\nRECOMMENDATION: Staff recommends that the City Council review the\ntwo ordinance options presented for consideration and, after selecting its\npreferred approach, introduce on first reading the chosen ordinance: 1)\nOption 1 – Ordinance No. 25-_____: “AN ORDINANCE OF THE CITY OF\nWEST HOLLYWOOD ADOPTING AN AMENDMENT TO TITLE 19 OF\nTHE WEST HOLLYWOOD MUNICIPAL CODE TO ENCOURAGE AND\nFACILITATE THE CONVERSION\nOF EXISTING COMMERCIAL\nDEVELOPMENTS TO RESIDENTIAL USES THROUGH A MINISTERIAL\nAPPROVAL PROCESS, AND FINDING THE ACTION EXEMPT FROM\nCEQA” (This is the ordinance as recommended by the Planning\nCommission on September 4, 2025, which allows qualifying hotel and\nmotel conversions to proceed ministerially when all other eligibility criteria\nare met.) 2) Option 2 – Alternative Ordinance No. 25-______: “AN\nORDINANCE OF THE CITY OF WEST HOLLYWOOD ADOPTING AN\nAMENDMENT TO TITLE 19 OF THE WEST HOLLYWOOD MUNICIPAL\nCODE TO ENCOURAGE AND FACILITATE THE CONVERSION OF\nEXISTING COMMERCIAL DEVELOPMENTS TO RESIDENTIAL USES\nTHROUGH A MINISTERIAL APPROVAL PROCESS, EXCLUDING\nHOTELS AND MOTELS FROM MINISTERIAL ELIGIBILITY, AND\nFINDING THE ACTION EXEMPT FROM CEQA” (This alternative\nordinance is identical to Option 1 except that it excludes hotels and motels\nfrom eligibility for the ministerial approval pathway, unless otherwise\nrequired by State law.)

CONTRERAS]:\nSUBJECT: The City Council will receive an update on the City’s Personal\nDelivery Device (PDD) Pilot Program and consider introducing on first\nreading an ordinance regulating the operation of PDDs in West Hollywood,\nalong with authorizing the City Manager to execute operating agreements\nwith eligible operators. This item is not subject to CEQA (“Public\nResources Code section 21000 et seq.) because it does not qualify as a\n“project” under CEQA.\nRECOMMENDATIONS: 1) Receive and file the summary findings of the\nPersonal Delivery Devices Pilot Program; 2) Introduce on First Reading\nOrdinance No. 25-_____: “AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF WEST HOLLYWOOD ADDING CHAPTER 11.50\nAUTONOMOUS AND SEMI-AUTONOMOUS PERSONAL DELIVERY\nDEVICES TO THE WEST HOLLYWOOD MUNICIPAL CODE AND\nFINDING THAT SUCH ACTION DOES NOT QUALIFY AS A PROJECT\nSUBJECT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nUNDER STATE CEQA GUIDELINES SECTION 15378 AND IS\nOTHERWISE EXEMPT\nFROM CEQA UNDER STATE\nCEQA\nGUIDELINES SECTION 15061(B)(3)”; and 3) Authorize the City Manager\nto continue negotiations with vendor(s) and execute Operating\nAgreements on behalf of the City and any required amendments, with an\neffective date of January 1, 2026.

GARLAND, W. DAVIS]:\nSUBJECT: The City Council will consider approval of Amendment No. 2 to\nthe Measure M Funding Agreement between the City of West Hollywood\nand the Los Angeles County Metropolitan Transportation Authority to\nincrease the Measure M Metro Active Transport (MAT) Program grant\nfunds by $300,000, from $488,141 to $788,141, for the Santa Monica\nBlvd/La Brea Ave Project.\nRECOMMENDATIONS: 1) Approve Amendment No. 2 to the Measure M\nFunding Agreement between the City of West Hollywood and the Los\nAngeles County Metropolitan Transportation Authority to increase the\nMeasure M Metro Active Transport (MAT) Program grant funds by\n$300,000, from $488,141 to $788,141, for the Santa Monica Blvd/La Brea\nAve Project; and 2) Authorize the City Manager or his designee to execute\nall documents incident to the grant award.

F.2.\nAUTHORIZE LETTERS OF SUPPORT AND A FUTURE LOAN\nCOMMITMENT\nFOR\nTHE\nDEVELOPMENT\nOF\nAFFORDABLE\nHOUSING AT 1049 N. FAIRFAX AVENUE [S. CAMPBELL, A.\nBARTLE]:\nSUBJECT: The City Council will consider providing letters of support and\na future commitment of up to $15,000,000 in Affordable Housing Trust\nFunds to four non-profits for development of affordable housing at 1049 N.\nFairfax Avenue. The letters of support will be submitted to the Los Angeles\nUnified School District (LAUSD) as part of their current Request for\nProposals (RFP).\nRECOMMENDATIONS: 1) Authorize the Mayor to execute letters of\nsupport for submission to LAUSD’s active RFP for affordable housing\ndevelopment located at 1049 N. Fairfax Avenue; 2) Direct Staff to prepare\na future loan commitment letter for up to $15,000,000 for the development\nof affordable housing at 1049 N. Fairfax Avenue and negotiate any\nopportunities for local preference for West Hollywood educators and\nresidents where feasible; and 3) Authorize the City Manager, or designee,\nto execute all documents incident to the letters of support.

F.3.\nBUSINESS RETENTION PROGRAM FOR RESTAURANTS [D. HANG,\nJ. HEILMAN]:\nSUBJECT: The City Council will consider directing staff to explore an\nincentive program specifically designed to retain restaurant businesses in\nthe City of West Hollywood, excluding restaurants located on the premises\nof, connected to, or operated in conjunction with a hotel.\nRECOMMENDATIONS: 1) Direct staff to conduct outreach to restaurant\nbusinesses to better understand their needs related to maintaining their\noperations in the City of West Hollywood; 2) Direct staff to develop options\nfor a financial incentive or subsidy program to support West Hollywood\nrestaurant businesses and entertainment venues that provide full-service\ndining, excluding restaurants and entertainment venues that provide full-\nservice dining that are located on the premises of, connected to, or\noperated in conjunction with a hotel; and 3) Return to City Council within\n90 days with recommendations for a program that can be implemented in\na timely manner, in recognition of the urgent need to address recent\nrestaurant closures.

F.4.\nEXPANSION OF THE TRAP-NEUTER-RETURN (TNR) PROGRAM AND\nLOW-COST VETERINARY AND ANIMAL CARE SERVICES [L.\nMEISTER, C. BYERS]:\nSUBJECT: The City Council will consider directing staff to conduct\ntargeted outreach to veterinary clinics and animal shelters to identify\npotential partners interested in providing low-cost veterinary and animal\ncare services for low-income or disabled residents. These services may\ninclude: Trap-Neuter-Return (TNR) support, and cat transitional care\nprograms, as well as general veterinary care and spay/neuter programs.\nThe focus will be on supporting the City’s existing TNR program and low-\nincome or disabled residents who face financial barriers to accessing\nveterinary care.\nRECOMMENDATIONS: 1) Direct staff to engage in outreach to local\nveterinary clinics and animal shelters to identify businesses and\norganizations interested in partnering with the City to expand the City’s\ntrap-neuter-return (TNR) program and offer low-cost veterinary services;\nand 2) Return to Council with a program proposal and budget based on\nthe interest from local providers and research into what other city/county\nprograms are available.

F.5.\nEVALUATE ESTABLISHING A FILM PERMIT ADMINISTRATIVE FEE\nWAIVER PILOT PROGRAM [J. ERICKSON, C. BYERS]:\nSUBJECT: This item directs Staff to explore the feasibility of establishing\na one-year Film Permit Administrative Fee Waiver Program to incentivize\nfilmmakers to conduct production activities in West Hollywood by waiving\nCity-issued film permit administrative fees while maintaining all existing\nfees related to public property use, street use, closures, blanket admin\nfees, and revision/rider fees as well as processing, notification, and public\nsafety requirements.\nRECOMMENDATIONS: 1) Direct Staff to explore the feasibility of\nimplementing a one-year Film Permit Administrative Fee Waiver Program\nby waiving City-issued film permit administrative fees.; and 2) Return to\nCity Council during FY 27 with a detailed analysis outlining fiscal impacts,\noperational considerations, equity implications, and options for a limited\npilot program.
