D.1. CONSIDERATION OF AN ORDINANCE\nESTABLISHING REGULATIONS FOR PERSONAL\nDELIVERY DEVICES AND AGREEMENTS WITH ELIGIBLE OPERATORS [H. COLLINS, T.\nFUHRER, P. PORTWOOD, N. MARICICH, J. ALKIRE, F. CONTRERAS]:\nSUBJECT: The City Council will receive an update on the City’s Personal\nDelivery Device (PDD) Pilot Program and consider introducing on first\nreading an ordinance regulating the operation of PDDs in West Hollywood,\nalong with authorizing the City Manager to execute operating agreements\nwith eligible operators. This item is not subject to CEQA (“Public\nResources Code section 21000 et seq.) because it does not qualify as a\n“project” under CEQA.\nRECOMMENDATIONS: 1) Receive and file the summary findings of the\nPersonal Delivery Devices Pilot Program; 2) Introduce on First Reading\nOrdinance No. 25-_____: “AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF WEST HOLLYWOOD ADDING CHAPTER 11.50\nAUTONOMOUS AND SEMI-AUTONOMOUS PERSONAL DELIVERY\nDEVICES TO THE WEST HOLLYWOOD MUNICIPAL CODE AND\nFINDING THAT SUCH ACTION DOES NOT QUALIFY AS A PROJECT\nSUBJECT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nUNDER STATE CEQA GUIDELINES SECTION 15378 AND IS\nOTHERWISE EXEMPT\nFROM CEQA UNDER STATE\nCEQA\nGUIDELINES SECTION 15061(B)(3)”; and 3) Authorize the City Manager\nto continue negotiations with vendor(s) and execute Operating\nAgreements on behalf of the City and any required amendments, with an\neffective date of January 1, 2026.
