Approve the Third Amendment to the\nProfessional Services Agreement with LSA Associates, Inc. (“LSA”) for\nEnvironmental Consulting Services Related to Environmental Impact\nReports (“EIRs”). 2. Authorize the Mayor to sign and the City Clerk to\nattest, the Third Amendment to the Professional Services Agreement\nwith LSA substantially in the form attached. 3. Adopt a Resolution\nentitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLAKE FOREST, CALIFORNIA, AMENDING THE 2025-2027\nOPERATING BUDGET; AMENDING APPROPRIATIONS FOR FISCAL\nYEAR 2025-26.
