5.1.\nAnnexation of Territory commonly known as Esplanade Collection Tract 38872 into\nCommunity Facilities District No. 2020-1, Submitting the Levy of Special Tax to the\nQualified Electors, Declaring Results of the Election, and Authorizing the Levy of\nSpecial Taxes for Annexation No. 19\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Hold the Public Hearing related to the Annexation of Territory into CFD 2020-1;\n2. Adopt Resolution No. 4109, calling a Special Election and authorizing the\nannexation of territory into CFD 2020-1 and the levy of a Special Tax, and\nsubmitting the levy of Special Tax to the Qualified Electors;\n3. Call upon the City Clerk to conduct the Special Annexation Landowner Election;\n4. Adopt Resolution No. 4110, declaring the results of a Special Annexation\nLandowner Election and directing the recording of an amended Notice of Special\nTax Lien; and\n5.
