Hold the Public Hearing related to the Annexation of Territory into CFD 2020-1;\n2. Adopt Resolution No. 4109, calling a Special Election and authorizing the\nannexation of territory into CFD 2020-1 and the levy of a Special Tax, and\nsubmitting the levy of Special Tax to the Qualified Electors;\n3. Call upon the City Clerk to conduct the Special Annexation Landowner Election;\n4. 6.1.\nUrgency Ordinance 25-14 - Relating to Accessory Dwelling Units and Junior\nAccessory Dwelling Units\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Find that adoption of the proposed urgency ordinance is statutorily exempt from\nthe California Environmental Quality Act pursuant to Public Resources Code §\n21080.17, which expressly exempts the adoption of ordinances implementing\nCalifornia’s Accessory Dwelling Unit laws contained in Chapter 13 of Division 1\nof Title 7 of the Government Code; and,\n2.
