(23)\n20-1282\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nexecuting the First Amended and Restated Agreement (Contract No.\nC-138301) between the Los Angeles Housing Department (LAHD) and\nEvan Terry Associates CA for Neutral Accessibility Consultant\nServices.\nRecommendation for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\nAUTHORIZE the General Manager, LAHD, or designee to:\na. Execute the First Amended and Restated Agreement (Contract\nNo. C-138301) with Evan Terry Associates CA to serve as the\nlegally mandated Neutral Accessibility Consultant, increase the\ncompensation amount by $18,000,000 and exercise the option\nto extend the contract term for two years with a new end date of\nNovember 15, 2027, in substantial conformance with the\namendment contained in the City Administrative Officer (CAO)\nreport dated September 30, 2025, attached to Council file No.\n20-1282, subject to the review and approval of the City Attorney\nas to form and contractor compliance with the City’s contracting\nrequirements.\nb. Prepare Controller instructions and any technical adjustments\nconsistent with the Mayor and Council actions related to this\nmatter, subject to the approval of the CAO.\nFiscal Impact Statement: The CAO reports that funding for the\nproposed First Amended and Restated Agreement is included in the\nAccessible Housing Fund 2025-26 Special Purpose Fund Schedule.\nFunding for the second year of the contract is subject to approval by\nthe Mayor and Council through the annual budget process. The City’s\nfinancial obligation will be limited to funds appropriated for this\npurpose. There is no additional impact to the General Fund.\nFinancial Policies Statement: The CAO reports that the\nrecommendations in this report complies with the City’s Financial\nPolicies in that the proposed contract will be funded by dedicated\nfunding sources and expenditures will be limited to the mandates of\nthe funding sources.
