RECEIVE and FILE the Los Angeles Department of\nTransportation (LADOT) supplemental report dated October 24,\n2025, attached to the Council file, regarding private ambulance\nrates charged and regulated by the five largest cities and\ncounties in California, inasmuch as it is for information purposes\nonly and no action is required.\n2. FIND that the vote and approval of Board Order 611 by the\nBoard of Transportation Commissioners on June 13, 2024 was\nvalid and appropriate.\n3. FIND that rates for this industry were due for an adjustment\nbased upon increased operational costs.\n4. INSTRUCT the Bureau of Street Services, Bureau of Street\nLighting, Bureau of Sanitation, Bureau of Engineering, Bureau\nof Contract Administration, and the Department of\nTransportation, with the assistance of the City Administrative\nOfficer (CAO) and any other relevant department, to report in 60\ndays on the following:\na. Identify industry standards or where more effective, other\nstandards and best practices, for the repair, replacement,\nand maintenance levels/cycles and timely inspection of\nthe public right-of-way infrastructure including but not\nlimited to bike lanes, curb cuts, sidewalks, street trees,\nstorm drains, and streetlights.\nb. Establish standards and best practices to guide the City's\nfunding and resource allocation.\nc. Determine staffing levels, equipment costs and materials,\nfleet capacity needed to reach these standards.\nd. Outline any additional costs or resources required to\nachieve best practices as defined by the Bureaus or\nDepartment.\ne. Develop a phased approach, in one-year increments, to\nmeet best practices established by the City in five years,\nand identify resources and annual budget allocations\nnecessary for each phase.\nf. Provide recommendations for ongoing updates or\nreassessments, such as options for applying formula-\nbased increases on a year-over-year basis.\n2. INSTRUCT the Department of General Services to report within\n60 days of the submission of the above outlined reports with\ninformation on fleet maintenance, repair, and storage needs of\nthe proposed phases by the Bureaus and Departments. Execute a contract with Inner City Law Center to perform legal\nrepresentation services for an amount not to exceed $5,792,482\nfor a three year term commencing on or about November 1,\n2025 through October 31, 2028, in substantial conformance\nwith the draft Agreement contained in the City Administrative\nOfficer report (CAO) dated September 30, 2025, attached to\nCouncil file No. 25-1190, subject to the review and approval of\nthe City Attorney as to form and contractor compliance with the\nCity’s contracting requirements.\nb. Prepare Controller instructions and any technical adjustments\nconsistent with the Mayor and Council actions related to this\nmatter.\nFiscal Impact Statement: The CAO reports that funding for the\nproposed contract is supported through revenue collected and\ndeposited into the ULA Fund No. 66M, which was appropriated\nthrough the 2023-24 and 2025-26 ULA expenditure plans. Execute the First Amended and Restated Agreement (Contract\nNo. C-138301) with Evan Terry Associates CA to serve as the\nlegally mandated Neutral Accessibility Consultant, increase the\ncompensation amount by $18,000,000 and exercise the option\nto extend the contract term for two years with a new end date of\nNovember 15, 2027, in substantial conformance with the\namendment contained in the City Administrative Officer (CAO)\nreport dated September 30, 2025, attached to Council file No.\n20-1282, subject to the review and approval of the City Attorney\nas to form and contractor compliance with the City’s contracting\nrequirements.\nb. Prepare Controller instructions and any technical adjustments\nconsistent with the Mayor and Council actions related to this\nmatter, subject to the approval of the CAO.\nFiscal Impact Statement: The CAO reports that funding for the\nproposed First Amended and Restated Agreement is included in the\nAccessible Housing Fund 2025-26 Special Purpose Fund Schedule.\nFunding for the second year of the contract is subject to approval by\nthe Mayor and Council through the annual budget process.
