(40)\n23-1022-S23\nCD 15\nSTATUTORY EXEMPTION and HOUSING AND HOMELESSNESS\nCOMMITTEE REPORT relative to a lease agreement between the City\nand Holliday’s Helping Hands to operate the A Bridge Home site\nlocated at 826-828 Eubank Avenue in Council District (CD) 15.\nRecommendations for Council action:\n1. DETERMINE that the funding allocation, lease or similar\nagreement, change in service provider, and operation of the\nBridge Housing/low barrier navigation center at 828 Eubank\nDrive is statutorily exempt from the California Environmental\nQuality Act (CEQA) under Public Resources Code (PRC)\nSection 21080.27.5, applicable low barrier navigation centers\nand Government Code Section 8698.4(a)(4) governing\nhomeless shelter projects under a shelter crisis declaration.\nPlease refer to Notice of Exemption found in the Bureau of\nEngineering report dated June 13, 2025, attached to Council file\nNo. 23-1022-S16.\n2. AUTHORIZE the General Manager, General Services\nDepartment, or designee, to negotiate and execute a lease\nagreement with Holliday’s Helping Hands Foundation for the\nproperty located at 826-828 Eubank Avenue in CD 15, under\nthe terms and conditions substantially outlined in the Municipal\nFacilities Committee (MFC) report dated November 6, 2025,\nattached to Council file No. 23-1022-S23.\nFiscal Impact Statement: The MFC reports that there is no anticipated\nimpact to the General Fund as a result of the recommendations in this\nreport. On July 2, 2025, the Mayor concurred with the Council’s\napproval of the City Administrative Officer report (Council file No. 23-\n1022-S16), which programmed $3,248,500 of Homeless Housing,\nAssistance and Prevention Round 5 (HHAP-5) funds to support\noperations of the site through June 30, 2026. No funding is provided\nfor leasing, since this is a no-cost agreement with the provider.
